The Ontario Human Rights Commission (OHRC) is an independent statutory body that provides leadership for the promotion, protection and advancement of human rights in Ontario. In support of this vision, the OHRC develops and publishes policy statements to set out how the Code should be interpreted and provides a basis for public education on the prevention of discrimination. In developing these statements, the OHRC consults stakeholders, builds relationships, and researches and monitors developments, trends, social science literature and case law relating to a wide range of human rights issues.

Indigenous human rights and reconciliation is a strategic priority of the OHRC. The OHRC is working with diverse Indigenous people to make the Ontario Human Rights Code a more effective tool for realizing the vision of the UN Declaration on the Rights of Indigenous Peoples by addressing systemic racism, discrimination and inequality experienced by Indigenous peoples in Ontario. Ensuring that Indigenous people are meaningfully included in the development and promotion of policy aimed at respecting the human rights of Indigenous Peoples is an essential element of this strategic priority.

What can I expect to do in this role?

As a Senior Policy Analyst with the Ontario Human Rights Commission, you will:
• provide project management and technical leadership for the planning, research, engagement/consultation, and writing of policy documents that interpret the application of the Ontario Human Rights Code and the UN Declaration on the Rights of Indigenous Peoples.
• provide human rights policy expert advice to senior management
• coordinate and deliver public education activities

How do I qualify?

Technical Knowledge

• You know policy development principles/techniques to develop policy positions and documents that accurately interpret the rights and obligations under the Ontario Human Rights Code.
• You have knowledge of the Human Rights Code, human rights related regulations, policies, and best practices, and equality related legislation.
• You possess in-depth knowledge of and/or experience working with Indigenous Peoples, who fall within the groups protected under the Code.
• You understand the complexities about whether and how federal and provincial Human Rights legislations apply on and off-reserve.
• You have deep knowledge of the history of assimilative government laws and policies that have targeted Indigenous Peoples within Canada.
• You understand and have experience working with Indigenous communities and organizations and have experience engaging respectfully with Indigenous community members, including Indigenous Elders.

Research, Analytical and Project Management Skills

• You have experience independently conducting complex research and analysis projects.
• You have project management skills and knowledge of research techniques to lead, conduct information gathering and analysis projects, interpret research results, identify key human rights issues and develop policy options.
• You understand the history of research and data collection as it impacts Indigenous people and will use this knowledge to inform the design of your research and engagement with Indigenous people.
• You can identify, analyse and apply relevant legal precedents for the interpretation of the Code.
• You can evaluate competing interests and proposals of stakeholders to identify issues and impacts, and to develop recommendations and solutions.

Communication and Presentation Skills

• You have demonstrated presentation, oral and written communication skills to prepare and deliver information to senior officials, provide clear and convincing explanations of human rights policies and issues and compose judicious and concise briefing notes and correspondence.
• You can develop, deliver and/or facilitate workshops, training and speeches and tailor the content and delivery to various audiences.

Consultation and Negotiation Skills

• You have consultation and negotiation skills to discuss and resolve diverse and competing policy and program related issues and develop agreements between communities, organizations and government, including Indigenous Peoples.
• You can coordinate input from Indigenous communities, senior management, employers, unions, community organizations, and other private and public sector stakeholders.
• You can engage and consult with Indigenous community members, including Indigenous Elders.

Time and Project Management and Leadership Skills:

• You can effectively coordinate a wide range of varied tasks and projects
• You can meet deadlines in a high-volume and high profile environment
• You can lead large complex research and policy development projects
• You can engage respectfully with members of the public, including Indigenous leaders, Elders and community members

    You will be responsible for obtaining the criminal record check at your own expense and provide it, along with your written consent, to the Transition and Security Office (TSO), Talent Acquisition Branch (TAB), HR Service Delivery Division (HRSDD) to evaluate the results. If applicable, the TSO, with your written consent, will request and obtain any additional employment screening checks that were not obtained directly by you. (Note: If a Vulnerable Sector Screening Check is required, it must also be obtained in person at your local police service).

    A record under the Criminal Code and/or other federal offence record(s) does not automatically mean you will be ineligible for the position. The employment screening check(s) will only be reviewed and evaluated by the TSO for the purpose of making a security clearance decision. The details of an individual's employment screening check(s) will be considered in specific relation to the duties and responsibilities of the position being filled. Employment screening check records will be maintained by the TSO and kept strictly confidential.
