The Ministry
The Ministry of the Solicitor General is responsible for the safety and security of communities across Ontario through effective policing, correctional services and emergency services programs. The ministry promotes policing excellence by communicating with and providing advice to the police community, as well as through training, developing professional standards and establishing new programs. The Ontario Provincial Police provides front-line policing services to more than 400 municipal and First Nations communities. The ministry is also responsible for maintaining effective and efficient correctional programs that create an environment where offenders are better able to return to the community and make positive contributions to society. Through the work of the Office of the Chief Coroner, Office of the Fire Marshal, Centre of Forensic Sciences and Emergency Management Ontario, the ministry seeks to minimize or eliminate hazards to people and property.
The Office
Emergency Management Ontario (EMO) is responsible for the promotion, development, implementation and maintenance of effective emergency management programs throughout Ontario, and for the coordination of these programs with the federal government. EMO fulfills this provincial coordination role by assisting provincial ministries and communities in the development and implementation of their mandatory emergency management programs, and by maintaining the overall provincial emergency management program. EMO is organized into five major program areas: Office of the Chief; Office of the Director; Program Development, Planning and Exercises; Field Operations, Training and Education; and Emergency Management Operations.

What can I expect to do in this role?
• Lead, coordinate and monitor emergency management programs
• Provide advice and support to communities regarding their emergency management programs including prevention, preparedness, mitigation, response and recovery
• Develop, run, and evaluate exercises, including specialty exercises and full field exercises for various stakeholders
• Support emergency planning in communities, including providing pre-response advice and assistance related to emergencies
• Be a member of the provincial emergency response team who may be deployed with little notice for extended periods of time
How do I qualify?
Mandatory
• You are proficient in oral and written French at the advanced level (You will be required to complete a French proficiency test)
• You have minimum valid driver's license class of “G” or equivalent as recognized by the Province of Ontario in order to access emergency, exercise and training sites that may not be accessible by public transportation
• You are able and willing to work irregular and extended hours particularly during emergencies and be on-call on a regular basis
• You are willing and able to travel occasionally to other provinces/territories and USA
Emergency Management Knowledge
You have:
• Working knowledge of emergency management theories and principles (e.g. Incident Management System) to assist and advise communities, senior management, and stakeholders on emergency responses
• Ability to apply and interpret federal, provincial and municipal legislation (e.g. Emergency Management and Civil Protection Act and Regulations, Emergency Act, Emergency Preparedness Act, Municipal Act, Police Services Act, Health Promotion & Protection Act, Fire Protection and Prevention Act, Nuclear Safety and Control Act, Occupational Health and Safety Act, etc)
• Working knowledge of emergency-related programs (e.g. Municipal Disaster Recovery Assistance Program, Disaster Recovery Assistance for Ontarians program, Partnership towards Safer Communities, National Emergency Stockpile System (NESS), Emergency Medical Assessment Team (EMAT), Heavy Urban Search & Rescue (HUSAR), and Chemical Biological Radiological Nuclear Explosives Teams (CBRNE), Ontario Critical Infrastructure Assurance Program)
• Knowledge of OFMEM goals, directions, priorities, and emergency management plans, procedures, policies, standards (e.g. Provincial Emergency Response Plan, Provincial Nuclear Emergency Response Plan, Provincial Terrorism Consequence Management Plans, Ontario Mass Evacuation Plan, etc)
Proven Communication, Interpersonal, Leadership Skills
You have:
• Political acuity skills to interact with a variety of internal/external stakeholders, lead meetings, and address community issues
• Written communication skills to prepare briefing notes, media documents, and public education materials
• Ability to apply adult education practices to develop, test and deliver effective training and education programs
• Presentation skills to deliver training programs
• Demonstrated tact, diplomacy, and cultural sensitivity to relate with people from diverse cultural backgrounds
Analytical Skills
You can:
• Use sound judgement in critical situations to assess and provide advice in emergency situations as well as evaluate proposals
• Work independently with minimal supervision and under pressure to meet tight deadlines
Computer and Equipment Knowledge
You can:
• Apply proficiency with software applications including word processing, presentations as well as the internet
• Use audiovisual technologies and communications equipment

The session will cover topics such as the structure and mandate of the Emergency Management Ontario and the Emergency Management Field Operations unit, and current priorities for the position.
