Remote Northern Airports are certified and highly regulated covering summer and winter operations for 29 of Ontario's remote northern airports. This includes the delivery of broad range of maintenance, repair and rehabilitation services covering roads, culverts, bridges, drainage and ditching system's, buildings, electrical components, communication systems, signs and airside/roadside vegetation.

What can I expect to do in this role?
In this challenging role, you will:• Lead, plan, coordinate and administer multi-year contracts and services related to the maintenance, repair and construction of transportation facilities, assets and infrastructure at 29 remote northern airports.
• Ensure that all airport maintenance, repair and construction work is completed according to contract documents and specifications
• Provides direction to Zone Supervisor, airport staff, vendors, contractors and service providers to correct non-compliance issues
• Direct and monitor contractors and service providers in the delivery of selected transportation facility maintenance and repair services
• Responsible for the preparation and execution of functional tenders, contracts and purchase orders.
• Forecasts and manages budgets, manages deployment of funds to approved projects, establishes and/or recommends work plans within budget and controls expenditures related to contracts/projects.
How do I qualify?
Technical Skills
• You have general technical knowledge of civil, mechanical, electrical, and information technology systems, and heavy equipment, sufficient to oversee technical alternatives and decisions, to determine appropriate equipment capital and maintenance costs, and to identify and address abnormal asset life cycles.
• You have demonstrated experience in the repair, construction and maintenance of facilities and their associated, buildings, mechanical systems and equipment
• You have experience applying functionally related regulatory, legislative, quality standards, policies, directives and guidelines (such as: the Airport Operations Manuals, Standard Operating Procedures, Canadian Aviation Regulations (CARs), Transport Canada Aerodrome Recommended Standards and Practices (i.e., TP 312 Standards, Occupational Health and Safety Act and Regulations, Ontario and Federal Building Code, CAN/CSA B139 Code, appropriate Federal and Provincial Fuel Regulations, Technical Safety Standards Authority, Electrical Safety Authority) in order to ensure compliance for worksite safety and the safety of the contractors, staff and travelling public, and to ensure that the work of the external service providers meet performance standards.
• You have the ability to interpret construction documents and drawings
Project Management and Contract Administration Skills
• You have demonstrated knowledge of effective project management, tendering, and contract/contractor management practices.
• You have planning and coordination skills to develop and execute work, and to organize related logistics to ensure delivery in remote locations, on time, on budget, and to an acceptable quality standard.
• You have experience forecasting and managing budgets including inputting data in various computer applications to update the work order tracking system, financial system and ensuring payments to the contractors.
Stakeholder Relation/Issues Management:
• You have experience working across the organization to provide technical support, advice and direction to colleagues, and managers as a subject matter expert and to correct non-compliance issues.
• You foster and maintain strategic and collaborative partnerships with internal and external stakeholders
• You employ proactive approaches to identifying, analyzing, monitoring, resolving issues applying risk management strategies to determine the correct course of action regarding the safe and efficient operation of airports and airport facilities.
Communications and Interpersonal Skills
• You can provide instructions to staff and contractors/service providers on procedures and policy matters relating to contract requirements
• You have communication skills to provide advice, prepare reports, and correspondence responding to stakeholder and public complaints.
• You have interpersonal skills to advise management of concerns and/or changes in work to be performed, identify penalties in cases of non-compliance; and make recommendations on procedures and policy matters relating to contract requirements
