What can I expect to do in this role?

The Ministry of the Solicitor General, Ontario Provincial Police, Director, Security Bureau is seeking a qualified individual to lead the Chief Security Office and manage cybersecurity systems services, which includes securing business solutions, infrastructure, architecture, information and project management, security program management and delivery and to ensure the provision of I&IT cybersecurity consulting expertise, advice and collaborative operational security solutions to OPP managers and clients.

Knowledge, Skills and Abilities:

Knowledge/Understanding of:

• Cybersecurity systems integration and security frameworks, application security architecture, cybersecurity technology hardware and software to: plan, lead and evaluate business security needs; lead the development of consistent integrated cybersecurity applications and associated standards and support tools.
• OPS I&IT cybersecurity standards, strategies, security by design within IT portfolio and project management principles, standards, methodologies, tools, techniques, problem-solving approaches, and best practices in order to design, manage, and contribute to multiple large-scale secure technology development and implementation projects and initiatives within approved timelines and budget limitations
• Risk management methodology and tools in order to identify and evaluate areas of potential risk and develop mitigation strategies.
• Vendor management and procurement principles, practices and methods, OPS contractual agreement negotiation and management decision making processes; government tendering policies and processes, and Service Level Agreements (SLAs)in order to authorize the negotiation and manage the contractual agreements with external vendors.
• Business systems security analysis, design, implementation, testing, and risk management in a multi-platform environment with large software distribution in order to direct the development, evaluation, and approval of secure systems and programs.
Program Responsibility in order to lead the development and implementation of security related I&IT standards, policies and services, which protect diverse, complex and critical programs/services. Ability to ensure compliance with legislation and alignment with OPP/enterprise/industry security directions and policies.

Analytical Thinking skills to analyze priorities, assess project security inclusion and risks to develop mitigation strategies that ensure the confidentiality, integrity and availability of solutions, ensure projects and initiatives deliver secure information access, and address changing or conflicting privacy requirements.

Planning and Coordinating skills in order to ensure the delivery of programs, operations, services and projects considering the strategy and mandate of the Section, Bureau and Ministry/OPP.

Leadership and Guidance to communicate values, strategies, expectations, and promote an engaged and inclusive team environment. Ability to ensure organizational standards and operational goals are met by establishing performance standards and building individual and team competencies. Understands human resources practices, policies, directives, and collective agreements in order to respond to and address employee matters and support talent management.

Independence of Action in order to participate and provide program/service recommendations as a member of the management team. Ability to provide expert opinions/briefings and advice to senior management on identified and emerging security issues impacting program or service goals, outcomes or efficiencies.

Interpersonal and Communication skills to act as a liaison and advisor with all levels of senior management, discuss security needs in terms of reference, contracts and specifications with internal and external clients to provide advice and assistance in securing solutions for service delivery needs. Ability to consult with vendors, suppliers, and external consultants to negotiate services or escalate issues.
