The Treasury Board Secretariat is seeking a Senior Applications Systems Tester to lead project and sustainment teams in the software quality assurance testing for on-going maintenance as well as current and future projects within the Enterprise Applications Branch. You will establish common testing and QA practices for the Branch and follow applicable cluster and Ontario Public Service (OPS) testing, QA and IT Guidelines. You will also coordinate and lead the delivery of testing, quality assurance and continuous improvement (QA, CI) services for the Cluster, Branch and its partners.

What can I expect to do in this role?

In this position, you will:
• Develop test strategies for application portfolios, coordinating and overseeing the completion of test strategies and test plans.
• Define quality assurance targets, create templates to ensure consistency and consolidate QA reporting capabilities across projects within the cluster.
• Perform IT application tests such as unit, system, user acceptance, functional, Accessibility Ontario Disability Act (AODA), integration, regression, configuration, performance, system, load balance and produce all supporting documentation.
• Prepare, validate, automate and executes of all related test cases and test scripts.
• Ensure a rigorous approach to quality assurance is used for SIT (System Integration Testing).
• Identify areas for improving the effectiveness of the testing process by assessing new system requirements and problems with previous tests.
• Review and analyze client business requirements for system changes and upgrades to determine testing requirements.
• Contribute directly to the cluster/ministry mandate by creating a strategy for quality control of applications developed within the cluster and by creating standards, guidelines and processes for quality control.
• Provide authoritative quality control advice and guidance to project team members, colleagues or associates on teams and committees and monitors the financial data that projects input into the cluster's project cost estimation tool.

How do I qualify?

Technical Knowledge and Skills:

• You have expertise in end to end digital accessibility testing, including automated, manual, and assistive techniques.
• You have knowledge of the Accessibility of Ontarians with Disabilities Act (AODA), Integrated Accessibility Standards Regulation (IASR), and the Web Content Accessibility Guidelines (WCAG) 2.0 and 2.1 level A and AA.
• You have understanding of HTML with emphasis on specifications, standards, techniques and validation.
• You have knowledge of various user agents, the Document Object Model (DOM), Box Model, the W3C's Accessible Rich Internet Applications (WAI-ARIA) techniques, attributes and properties.
• You have familiarity with the industry standard toolkit for Accessibility Testing and reporting.
• You have experience with various testing tools such as JAWS, Compliance Sheriff, WAVE, NVDA, Colour Contrast Analyzer, etc.
• You have ability to assess the severity and risk of defects, distinguish between false positives, and offer remediation advice and propose solutions.
• You have proven experience in the development/testing/implementation of applications, including considerable knowledge of different platforms, operating systems, environments, database technologies, languages and telecommunications protocols.
• You have knowledge of current trends in IT quality assurance domain.
• You have knowledge and understanding of quality assurance methodologies, object-oriented analysis/design techniques, proven facility in structured methodologies for the design, development/implementation of n-tier web-based applications, and extensive experience in the use of test and development tools.
• You have knowledge of database design and data dictionaries.
• You have proven experience in monitoring/enforcing application development and quality control standards.
• You have excellent working knowledge of industry best practice testing automation tools, including Visual Studio Coded UI, HP UFT, and Selenium.
• You have knowledge and understanding of GUI and API driven testing.
• You have knowledge of current development and testing tools/languages within the different frameworks and platforms (e.g. J2EE, .NET, Oracle, etc.) and the development/testing of collaborative workspaces and portals using industry standard technologies.
• You have knowledge and experience with multiple automation frameworks/scripting techniques.

Analytical and Financial Skills:

• You have knowledge of corporate and ministries I&IT operating environments, directions, trends and provincial government business activities and information needs.
• You have knowledge of government policies relating to financial management, budgeting, tendering policies, procedures and processes to develop/monitor/manage project budgets.
• You have demonstrated customer service and consensus building skills to determine client expectations.
• You have demonstrated skills in systems analysis, systems design, problem-solving, project planning, test planning, creation of test cases, automation scripts and the execution of testing activities.

Communication Skills:

• You have proven written and oral communications skills, including very good consultation and negotiation skills.
• You have the ability to liaise/facilitate communications with numerous internal/external stakeholders and clients.

Interpersonal Skills:

• You have proven ability to work both as a team player and a team leader.
