The Health Services I&IT Cluster provides information management and information technology solutions that support the business requirements of the Ministry of Health and the Ministry of Long-Term Care and its agents. The cluster enables the Ontario government's I&IT Strategy and plays a leadership role in major business transformation initiatives and infrastructure projects. The cluster is also working to promote the evolution toward a common IT infrastructure for government.

What can I expect to do in this role?

As a Senior Systems Analyst Lead Programmer, you will:
• provide project team leadership in supporting the design, development, programming, implementation and maintenance of cost-effective systems solutions
• provide systems consulting expertise to clients and advise on use of information technology to meet program business goals and objectives
• design system specifications by preparing requirements for proper system testing, implementation, and operation
• coordinate technical implementation procedures and conduct program and module tests
• participate in the development of technology performance standards, development and evaluation of Request for Proposals
• provide technical direction and assistance to consultants and junior programming staff

How do I qualify?

Information Technology Knowledge and Skills

• You have demonstrated knowledge in conducting feasibility studies, cost benefit and risk analyses on complex business systems initiatives and in implementing systems solutions.
• You have demonstrated knowledge of business and systems analysis including process and data modelling techniques (OOAD, UML).
• You have demonstrated knowledge in developing multi-tier web-enabled systems (OLTP, OLAP and Content Management) and Mobile application development.
• You have the ability to lead teams through development and testing phases within waterfall and/or iterative methodologies.
• You have demonstrated knowledge of and experience in application development including testing, troubleshooting and documentation.
• You have expert knowledge of systems development technologies such as .NET frame work, ASP.NET, MS Visual Studio, C#, VB.Net, T-SQL, TFS.
• You have extensive development experience with Microsoft Sync framework, Windows Communication Foundation (WCF), Entity framework, Web services, MVC.
• You have knowledge and experience of Web application development, security, scripting (JavaScript, HTML, CSS, XML, JQuery), Web server IIS and database management systems (MS SQL Server).
• You have exposure to cloud-based technologies.

Communication and Interpersonal Skills

You can
• discuss client requirements and lead discussion of systems development options and technical processes among project teams
• discuss systems development recommendations with clients in non-technical terms
• prepare project reports, business cases, systems documentation, and manuals
• plan and co-ordinate project activities and schedules

Analytical and Organizational Skills

You can:
• analyze design and develop software to meet clients business needs
• investigate and resolve application faults, and assess the impact of new technologies on existing platforms and applications
• prioritize and co-ordinate team activities for system implementation plans and testing

Leadership and Project Management Knowledge and Skills

• You have knowledge of team leadership techniques and practices.
• You have knowledge of standard project management methodologies and tools to work with project plans, schedules, cost and resource estimates and ensure project team meet deliverables.
