The Aviation, Forest Fire and Emergency Services Branch of the Ministry of Natural Resources and Forestry is seeking an energetic and detail-oriented individual to manage the Aviation Fuel Facilities and Aviation Infrastructure (hangars, bases) across the province.

The Aviation, Forest Fire and Emergency Services Branch provides forest fire management services for the province including fire management policies and strategies, fire prevention and detection, and the basic resources for managing forest fires; aviation flight and maintenance crews and equipment in support of forest fire and natural resources management, and other specialized aviation services, including non-scheduled air transport to all government ministries and agencies; and emergency management in response to forest fires, floods, drought/low water, dam failures, erosion, soil and bedrock instability, crude oil and natural gas exploration, natural gas and hydrocarbon underground storage, and salt solution mining emergencies.

What can I expect to do in this role?

In this role, you will:
• Develop and maintain an Aviation fuel quality and control manual
• Develop short- and long-range strategic project plan for fuel infrastructure
• Lead and participate in work planning exercises, forecasting and monitoring budget allocations
• Ensure regulatory compliance of maintenance on facility heating, cooling, power systems and any other facility
system
• Manage ramps, docks, fuel systems at field bases and monitor landing facilities and road maintenance at
all designated bases
• Manage a fleet of trucks, vans and specialized operations vehicles

How do I qualify?

Mandatory

• You have a valid Ontario driver's license.
• You have the ability to obtain Commercial Vehicle Operators training as prescribed by the Ministry of Transportation.

Technical Knowledge:

• You have demonstrated knowledge of facility operating systems, and building management and services.
• You have proven knowledge of large, diversified hangar facilities, special equipment, shops, hazardous waste disposal storage requirements for oils, fuels, cleaning solvents, etc.
• You have knowledge of fuel handling regulatory acts as they apply to all aspects of Aviation.
• You have demonstrated knowledge of the regulations of the Occupational Health and Safety Act as applicable to aviation facilities and fuel management operations.
• You have experience applying procurement principles and processes, government purchasing, procurement, tendering and contract management policies and standards, contractual law and procurement trends.

Project Management Skills:

• You have proven presentation and facilitation skills to provide leadership and work on complex projects.
• You can lead and support project planning, financial and procurement requirements.
• You have project management skills to develop short- and long-range project plans and to lead and participate in project planning exercises.
• You can lead and support projects, track work, establish priorities and provide advice and guidance to ministry staff and external parties.

Communication Skills:

• You can project plan, prepare and develop goods and services procurement documents
• You can liaise with ministry staff, senior management, stakeholders and outside agencies.
• You can draft correspondence, create reports and describe tasks, create design evaluation forms and manage financials.
• You have experience using programs to facilitate virtual meetings, file sharing and briefings to monitor security and fuel systems.
• You have experience maintaining relationships with goods and service providers.

Budget and Analytical Skills:

• You can estimate costs, forecast and monitor budgets, draft and analyze procurement documents.
• You have demonstrated experience evaluating directions, trends, standards and policies to identify requirements, develop options and recommendations.
• You can interpret and apply policies and procedures to meet financial and procurement administrative requirements.
