Do you possess strong communication skills and have a passion for Ontario's culture sector? The Heritage, Tourism and Culture Division of the Ministry of Heritage, Sport, Tourism and Culture Industries is seeking two Cultural Consultants to liaise with stakeholders and provide advisory services on community capacity building, outreach, education and training services to municipalities, and culture organizations across the Province.

The Heritage portfolio includes:
• Providing strategic advice on a range of heritage issues and liaising with various stakeholders;
• Identifying training and other service delivery opportunities and planning, developing and delivering training and information sharing sessions; advising on cultural resource management tools and providing outreach services, consultation and advice to clients on heritage conservation and the Ontario Heritage Act;
• Researching, analyzing and evaluating community trends and developments and working with cultural heritage organizations;
• Participating on cross-functional project teams and contributing to policy/program development and implementation.

About the job

In this role, you will:
• Provide ongoing liaison and advisory services to municipalities, the culture organizations and other stakeholders
• Develop partnerships between the Ministry, and other Ontario ministries as well and national and provincial cultural organizations to support the sector
• Provide advisory services and expert advice in support and promote the cultural sector
• Lead/coordinate concurrent project and/or work teams comprised of branch/division/ministry colleagues, ministry stakeholders as well as internal and external stakeholders
• Lead the planning and evaluation of a range of programs; conduct the design, development and implementation of customized and standardized education, training and outreach programs on new initiatives

What you bring to the team

Technical Expertise:

• You have knowledge of relevant cultural heritage conservation theories, principles, practices, technologies, policies, programs and governing legislation (i.e. Ontario Heritage Act, Planning Act) to provide appropriately informed consultation, advisory, outreach, training and educational services to clients, other ministries and the public regarding matters relating to the culture sector
• You can provide information, advice and outreach to clients on policies, programs and legislation of own and other ministries/agencies and jurisdictions, international conservation charters (UNESCO), international conservation groups
• You have understanding of the provincial land use planning framework as it pertains to cultural resources, cultural planning and heritage conservation tools, resources and strategies

Stakeholder Liaison, Communication, Presentation Skills:

• You can collaborate, develop partnerships, and manage relationships with a variety of key organizations including internal and external stakeholders
• You have consensus building and negotiation skills to develop operational agreements and key performance outcomes within the ministry as well as between the ministry and national, provincial, and local cultural organizations
• You can prepare and present a range of materials for senior decision makers, stakeholder presentations, briefing notes, contentious issue reports, correspondence and Cabinet submissions
• You are able to effectively provide technical knowledge and advisory services
• You can design, develop and implement customized and standardized education, training and outreach programs on new initiatives

Research and Analytical Skills:

• You are able to research, analyze and evaluate sectoral trends as well as identify the strengths, weaknesses, opportunities and challenges of the sector
• You can review and analyze formal and informal research findings including cross-jurisdictional experience, trends, and reports
• You are able to develop, evaluate and report on performance measures in order to track inputs, outputs and outcomes
• You can review and analyze business case applications and project proposals to assess their viability and compliance with relevant program guidelines, regulations and legislation

Project and Planning Skills:

• You can lead/coordinate concurrent project and/or work teams comprised of branch/division/ministry colleagues and stakeholders
• You can oversee collaborative working groups, facilitate project stages and activities
• You are able to monitor project progress
• You have knowledge of government business planning and decision-making processes
