The Information and Privacy Commissioner of Ontario (IPC) is an independent officer of the Legislature with a multifaceted mandate in the areas of privacy protection, access to government held information, and access to one's own personal information and health records.

We currently have an opening for a Corporate Data Analyst. Reporting directly to the CFO & Director of Corporate Services, the Corporate Data Analyst will play a key role in supporting enterprise-wide data analysis and reporting to inform decision making for IPC.

The position will provide relevant data analyses and insights to support fiscally responsible decisions and allocation of financial and human resources. The position will also support the creation of performance indicators and the evaluation and reporting of performance outcomes as well as help build the foundations of an enterprise risk management framework. The role will also co-lead the coordination of data collection and statistical analysis for IPC's annual report.

What can I expect to do in this role?

• Conducting analytical and statistical analysis of IPC's financial data to assess trends that will inform financial forecasting and risks and multi-year budget projections.

• Supporting the collection and analysis of human resources (HR) data to inform and support HR programs and strategies such as succession planning, vacancy management, diversity inclusion initiatives and employee engagement activities.

• Co-leading the coordination, analysis and interpretation of business and operational data that informs IPC's annual report, including year-over-year comparisons on performance and trends of IPC's operations.

• Providing strategic advice to senior management to improve effective data collection and analysis for planning, problem-solving and efficient operations.

• Conducting research and analysis on data sources and statistical methodologies to support the development and maintenance of IPC's performance measurement data framework, including evaluating and reporting on key performance indicators (KPIs).

• Supporting the establishment of a risk management framework by identifying and stratifying corporate risks and corresponding risk mitigation measures.

• Preparing reports and presentations for senior management to support decision making, including establishing and maintaining performance and risk dashboards on financial, HR and operational information.

• Establishing, maintaining and supporting in-house databases and other information systems that supports IPC's operations, procedures and policies, including advising other systems administrators on data functionality, software/hardware requirements, technical analysis and problem solving.

• Participating in discussions and consultations with stakeholders and data providers to ensure the quality and integrity of data collection and analysis, including guidance/training on data interpretation and statistical analysis techniques to ensure accurate reporting.

How do I qualify?

The ideal candidate will have the following knowledge and skills:

• A university degree and/or post diploma in information systems/management, economics, mathematics or related discipline/education; a recognized professional accounting designation (Chartered Professional Accountant) will be considered an asset.

• A minimum of two (2) years working experience and knowledge of database management systems/data processing and statistical theory/analysis and research methods.

• Demonstrated experience with business analytics, business intelligence (BI) tools and data retrieval techniques and analytics, including the ability to interpret data results/outcomes to support senior executive decision making.

• Demonstrated experience in understanding business drivers and risks to support the development of a performance measurement framework and an enterprise-risk management framework.

• A self-starter with proven problem-solving abilities and the ability to work well under pressure and in an environment of changing requirements.

• Proven project management, time management and organizational skills, including the ability to manage conflicting priorities within structured deadlines and deliverables.

• Excellent oral and written communication skills to prepare briefing materials and reports, give advice and recommendations, to liaise with stakeholders, including presenting statistical information and delivering presentations to senior management.

• Proficient in information technology/systems (e.g., Oracle, Structured Query Language – SQL, etc.) and computer applications/software packages (e.g., Word, Excel, Access, PowerPoint, etc.) to prepare reports, presentations and conduct research.
