About UsThe Land and Resources I&IT Cluster (LRC) is one of eight clusters in the OPS formed to provide groups of ministry partners with all their information technology needs. LRC partners with the Ministries of: Indigenous Affairs; Agriculture, Food and Rural Affairs; Environment, Conservation and Parks; Northern Development, Mines, Natural Resources and Forestry; and Energy.
LRC works with program areas in each of the ministries to understand their business needs and develop technology solutions that enable business transformation and digital public service goals and objectives. Technology solutions range from new business applications to office productivity tools, from information management expertise to telecommunications support.
The LRC works closely with other clusters and the Office of the Corporate Chief Information Officer (OCCIO) within the Ministry of Government and Consumer Services to enable shared technology solutions (development tools) and common infrastructure for the benefit of all ministries.

What can I expect to do in this role?
Taking a digital first approach, in this role, you will:
• plan, lead and conduct a comprehensive range of IT business analysis and systems consulting services for Land and Resources Cluster Business Partners
• collaborate with Ontario Digital Service and participate in Digital First Assessments (DFA) ensuring alignment to
Digital Service Standards (DSS) • develop and maintain productive and successful relationships with partners, translating business requirements into functional and information documentation
• research, design and conduct/lead comprehensive feasibility and business case analysis for diverse solutions and business process improvements
• provide project planning estimates and rationales and required business analysis expertise and leadership for concurrent I&IT projects
• anticipate potential implementation risks/issues, troubleshoot problems, identify and test alternative business design options and solutions, provide authoritative advice and innovative recommendations
• prepare and advise on business analysis policies, processes, best practices and standards to ensure continuous improvement and promote a comprehensive and consistent business analysis practice
How do I qualify?
Business Analysis:
• You have experience with, and understanding of, accepted I&IT methods, standards, tools, techniques and best practices for requirements definition, business process analysis and design to lead complex/unique business process analysis, development of new processes and the recommendation of changes.
• You have comprehensive knowledge of Digital Service Standards (DSS) and the
Service Design Playbook and have working experience in conducting user research, prototyping, usability testing and creating journey maps, personas and user stories
• You have comprehensive knowledge of processes to accurately, clearly and concisely document the requirements of different businesses.
Information Technologies, Practices, and Methodologies:
• You have thorough knowledge of the software development life cycle (SDLC) and advanced knowledge of industry recognized business analysis tools and techniques supporting the SDLC.
• You have advanced knowledge and understanding of systems analysis and design principles, practices, methods and techniques in order to ensure alignment, compliance and best practices in business consulting work, IT technical guidance and recommendations.
• You have demonstrated experience of logical and physical data modeling and database design, software development languages and tools, and various software and performance testing tools.
• You have knowledge and understanding of n-Tier technologies, Cloud Based Computing and Digital Service Delivery.
Business Relationship, Leadership, and Communication Skills:
• You demonstrate effective communication skills, to lead individuals and facilitate teams; write and present reports to management with persuasive recommendations, work effectively with business partners, colleagues, management and external service providers.
• You have experience making presentations and explaining technical solutions to non-technical people.
• You have very strong business relationship, and interpersonal skills, to develop and maintain an effective partnership/service environment between diverse business areas with competing expectations and needs.
Analytical, Research, Problem-Solving, and Assessment Skills:
• You have advanced analytical, evaluation and problem-solving skills to assess diverse and competing requirements of different and/or broad-scope systems, and translate these into functional and information documentation such as process/IT requirements and changes.
• You have demonstrated analytical, research and problem-solving skills to deal with requirements and issues, system problems and process improvements.
• You have the ability to identify potential implementation issues, risks and impacts; provide input and recommendations to address concerns.
Project Management Skills:
• You have demonstrated project management skills to plan, lead and conduct concurrent project activities, especially to elicit and document business requirements, including estimating levels of effort, prioritizing work packages and organizing requirements discovery sessions.
• You have the knowledge required to schedule, track, and report on projects; create analysis, reports and recommendations, make presentations, estimate cost, produce correspondence and co-ordinate activities.
