What can I expect to do in this role?

In this role you will:
  • Lead projects related to the troubleshooting, development, design, construction and commissioning of municipal water and wastewater systems, under the general direction of a senior manager/engineer.
  • Provide technical guidance and engineering services to the Ontario Clean Water Agency (OCWA) and its clients on technical, project management and regulatory issues related to water, wastewater and biosolids treatment and technology.
  • Develop engineering business opportunities and foster client relationships in support of the OCWA business goals, under the direction of a senior manager/engineer.
  • Coordinate and monitor the progress of contract(s), prepares status reports and ensures construction projects are completed according to the agreements and standard engineering practices.
  • Develop and prepare technical/engineering reports such as capital plans, financial plans, engineering evaluation reports, memoranda, feasibility studies, funding applications with rationales, project budget estimates and construction estimates, approvals/permits applications, water/sewer studies, construction site reports including required proposals, study reports and user manuals and guidelines, etc.
  • Assess work completed by contractors and consulting engineers, identify errors and omissions, suggest corrections or modifications in areas of designs and non-compliance with Ministry standards and specifications.


How do I qualify?

Mandatory

  • Licensed Professional Engineer (P.Eng) by Professional Engineers of Ontario (PEO). (Candidates with EIT designation will not be considered for this position.)
  • Valid Ontario Class “G” driver's license and the ability to travel to sites across Ontario including overnight trips.
  • Knowledge of principles, theories and practices of chemical, civil or environmental engineering disciplines relating to water and/or wastewater related fields.


Knowledge

  • Principles and practices of engineering design and construction of water and wastewater systems and related municipal, environment and Occupational Health and Safety and construction legislation to ensure project compliance with regulations, agreements and standard engineering practices.
  • Water supply and treatment, wastewater collection and treatment and bio-solids treatment and disposal to support feasibility studies, design and construction of municipal projects.
  • Leadership and project management methodologies to ensure successful completion of projects including monitoring of project status to manage clients' needs, project scope, budget and resources.
  • Contract management and administration, risk management, project scheduling and procurement experience for the delivery of construction projects.
  • Financial concepts to maintain fiscal control of projects, as well as, preparation of financial plans, capital plans, rate studies, funding applications.
    Proposal development including development of scope and fee estimates and provision of technical content to support engineering proposals for clients.


Experience, Skills and Abilities

  • Strong critical thinking and problem-solving skills to identify problems and develop solutions and options.
  • Experience to successfully lead assigned projects and activities, which may include leading a team of engineers, consultants and contractors for smaller projects. Ability to provide technical direction and guidance on a day to day basis, mentor and guide junior staff on projects.
  • Strong project management skills to lead, plan and organize assigned projects of varying degrees of complexity, including planning, coordinating, and controlling project objectives, scope, schedules, and budgets.
  • Proficient in software applications such as word processing, PowerPoint, spreadsheets and database packages to monitor work progress, review and evaluate data, conduct analysis and develop correspondences, presentations and reports with recommendations and options.
  • Strong analytical skills to analyze and evaluate the financial aspects of projects.
  • Strong interpersonal skills to develop and maintain a strong liaison with clients' decision-makers and stakeholders.
  • Proficient written and oral communication skills to prepare and present engineering reports and provide advice and consultation to clients on matters related to water and wastewater engineering and construction, including legislative and financial advice.
  • Experience and ability to prepare bid documentation and resolve conflicts between contracted parties.
  • Strong time management and prioritization skills to execute multiple projects and concurrent tasks.
  • Ability to work independently and collaborate with project teams, plan activities and resources and assign work to project team.
  • Ability to climb, reach, twist/bend during site visits to facilities, when conducting facility assessments and investigations.
