About the Division/Branch
The Mines and Minerals Division (MMD) supports a strong and sustainable minerals sector by promoting investment and exploration, by providing information to global clients on Ontario's wealth of mineral resources, and by the fair, effective and efficient administration of Ontario's Mining Act. THE MMD acts in a manner consistent with Indigenous reconciliation, protection of public health and safety, and the environment through regulatory tools that promote and sustain mineral exploration and mining in a socially and environmentally responsible manner. The Division provides information, support, advice and brokers relationships between stakeholders, partners, investors and other key government officials, agencies and associations to ensure Ontario is recognized as the global leader in exploration, mine production and related services.

The Strategic Services Branch provides services to promote, develop and deliver policies, programs and services for the division. The branch leads and supports project management, policy and program development and provides strategic support to the Mines and Minerals Division.

What can I expect to do in this role?

In this role, you will:
• lead, coordinate and manage all phases of complex, strategic projects and initiatives related to the operation of the Mines and Minerals Division
• design and implement new or modified programs and participate in the development of regulations, business processes and operational policies
• analyze and evaluate projects, programs, processes and structures, and provide expert advice and recommendations to senior management and executives
• research and address issues and make recommendations for solutions
• represent the ministry and division at meetings and workshops or conferences involving other ministries, governments, industry or community stakeholders, and/or Indigenous communities
• develop business cases, status reports, briefing materials, transfer payment and service agreements and deliver presentations to senior management, the Assistant Deputy Minister (ADM), as well as the Deputy Minister and the Minister's Office

How do I qualify?

Leadership and Project Management Skills:

You can:
• lead all aspects of strategic projects and initiatives, including the design, implementation and evaluation of new or modified programs or initiatives, ensuring that initiatives are completed within defined timelines and scope.
• lead diverse multidisciplinary project teams and concurrent projects, build partnerships with managers and directors, and establish priorities and goals.
• provide advice and expertise to other ministry staff, project teams and senior management and executives.
• work independently in a dynamic, fast-paced, environment and handle a varied portfolio.

Analytical, Problem-Solving and Research Skills:

You can:
• design strategic initiatives and programs, make recommendations that will improve programs and services, and contribute to the development of strategic policies, regulations, and business processes.
• use critical thinking skills to research, identify and analyze issues and competing factors, assess risks and develop options and recommendations, to facilitate senior level decision making.
• integrate input from multiple contributors and sources to produce analysis and recommendations with appropriate perspective.

Communication and Interpersonal Skills:

You have:
• consultation and consensus-building skills to develop effective working relationships with diverse stakeholders and partners, senior management, and program staff.
• advisory skills to lead policy and program discussions, articulate issues, positions and recommendations.
• influencing and negotiation skills to elicit cooperation and consensus, and resolve complex and sensitive issues, including with Indigenous communities.
• written communication skills to prepare briefing materials, business cases, Treasury Board and budget submissions, status reports, and presentations for senior management approval.

Sector Knowledge:

• You have knowledge of the exploration and mining industry, including relevant legislation and regulations, Indigenous communities and environmental matters, to be able to design and implement programs and initiatives that support the Ministry's mandate and goals.

    Effective, April 1, 2022 the correct salary range for this position will be $75,626 to $111,441 per year in compliance with AMAPCEO collective agreement provisions.
