What can I expect to do in this role?

In this role you will:

• Leverage your understanding of the business, user, and program needs, to provide consultation and advice to an assigned client portfolio, advocating for simpler, better government interactions.
• Promote user-centric digital ways of thinking and provide strategic support and guidance to ensure optimum use of common and shared technology enablers.
• Work collaboratively with ministry partners to co-create strategies, plans, and support the delivery of information and information technology (I&IT) solutions.
• Liaise between ministry program areas and cluster technical staff, to ensure mutual understanding of business needs and proactive response to challenges or opportunities as they arise.
• Market I&IT services, activities and products of the Branch/Division/OPS to ministry program owners, including providing advice on the scope of services, and recommending the products or services best suited to their needs.
• Promote sharing of information technology solutions among clients with similar business and technology needs, in order to optimize use of information technology.

How do I qualify?

Relationship & Consultation Skills:

• You bring a partnership mentality, have strong consultation skills to engage with ministry and cluster partners to understand business priorities and goals.
• You have demonstrated experience providing advice and guidance to support co-design of services with business clients, and understand the importance of standards and governance.
• You have well developed relationship skills to develop and facilitate partnerships with ministry program areas and ensure understanding of business directions, objectives, and priorities.
• You have strong communication skills to prepare and present information, options, and recommendations to a variety of different audiences.
• You have knowledge of and experience in business planning procedures and processes to provide strategic recommendations and advice.
• You have experience working collaboratively with various stakeholders, influencing outcomes, and obtaining buy-in.
• You have the ability to understand business needs, identify partnership opportunities, match technology solutions to requirements, and provide advice on effective use of I&IT.

Analytical and Problem-Solving Skills:

• You can conduct needs assessments and understand multiple, complex and potentially conflicting business requirements.
• You can identify, itemize and articulate viable options for solving identified problems.
• You have the ability to identify risk and formulate specific recommendations based on a clearly reasoned rationale.
• You have experience performing analysis and clearly presenting the results of your analysis to senior management.
• You know how to identify, assess, and articulate issues to gain consensus on a path towards resolution.

Technical Knowledge:

• You have knowledge of existing technology and IT industry trends, developments, and emerging technologies to identify and recommend current and innovative options.
• You have the ability to understand existing IT solutions used in the assigned client areas and elsewhere in the cluster/ministry and across the OPS, to identify and recommend opportunities for sharing and other efficiencies.
• You have the ability to support ministry partners in identifying potential opportunities within an Enterprise Technology Roadmap & Investment Plan, including the identification of Common and Shared Technology Enablers available for reuse.
• You have knowledge of advanced analytics and practices, are able to advocate for and lead data driven decision-making.
• You have experience in or knowledge of how technology strategies and roadmaps are structured, developed and maintained.
• You have knowledge of business analysis, application development, and solutioning.

Project Management Knowledge and Skills:

• You have knowledge of project management methodologies, lean and agile processes, and Digital Design Standards in order to lead the understanding of user needs and support options analysis.
• You have knowledge of financial modelling tools and methods for quantifying and projecting project costs.
• You have organizational and prioritization skills to organize multiple conflicting priorities and break down assigned work into manageable tasks and perform the tasks within required time.
• You have experience in supporting multi-year I&IT investment planning activities.
• You have strong written communication skills to prepare materials including reports, briefing notes, and presentations.
• You have strong facilitation skills to lead meetings and committees and to work with large multi-disciplinary groups to elicit information and build consensus.
• You have knowledge and experience in the area of procurement and can lead and/or support activities such as business case writing, creating request for services and conducting evaluations for both the I&IT cluster and the Ministry.
