What can I expect to do in this role?

As a Senior Economist, you will:

• provide leadership and economic and financial expertise in the analysis, development and assessment of product listing proposals and negotiation strategies and mandates specific to drugs and therapeutics
• lead data collection and monitoring of product listing agreements
• plan, lead, and/or conduct economic and financial studies to quantify and evaluate factors and issues affecting provincial drug programs
• develop and present viable policy/program options and recommendations
• contribute to the development and assessment of strategic directions, policy and program options, and annual fiscal planning
• provide forecasting expertise to support transfer payment budget requirements

How do I qualify?

Finance and Economics:

• You have knowledge of theory, principles, and methodologies of finance, economics, health economics and statistical analysis.
• You have proven knowledge of research, in health and drug preferred, and economic analysis principles and techniques, including economic/statistical modeling.
• You have knowledge of provincial and strategic directions with respect to the provincial and territorial public drug programs and related socio-economic issues, policies, programs, governing legislation and regulations.
• You have knowledge of policy and program development principles and techniques and decision-making processes.
• You have knowledge of budget processes, practices and information systems.

Research and Analytical Skills:

• You can plan and design research studies/projects that encompass complex economic modeling.
• You can develop methodologies and models for a range of economic analysis and evaluation projects in areas impacting provincial drug programs.
• You can analyze and consider impacts of cost-benefits of pharmaceuticals.
• You can formulate and provide strategic advice, interpretation and technical expertise on research and analytical findings for fiscal planning purposes.
• You can analyze and evaluate public drug program data and related economic and financial data.
• You can identify emerging issues and determine research required to develop creative solutions, proposals and policy options in response to the issues.

Communication, Consultation and Relationship Management Skills:

• You have proven oral and written communication skills to respond to issues, provide/present recommendations, prepare reports, Cabinet submissions, briefing materials and correspondence, and to represent public drug plans task forces/working committees.
• You have demonstrated consultation, leadership, and influencing skills to advise on trends, developments and policy/program proposals impacting provincial and territorial public drug plans.
• You have partnership building and relationship management skills to work cooperatively on projects with federal and private sector representatives.
• You have negotiation skills to participate in negotiations/discussions on drug pricing and written agreement policies, investments and health care impacts of products.

Project Management:

• You have proven project management skills to co-ordinate, lead and provide direction and guidance to multi-discipline project teams.
• You have proven abilities to prioritize conflicting work demands, delays and provide timely responses.

Computer Skills:

• You are proficient in computer applications such as word processing, spreadsheets, graphics, databases and SAS.

    - Effective, April 1, 2022 the correct salary range for this position will be $81,401 to $118,313 per year in compliance with AMAPCEO collective agreement provisions.
