The Justice Technology Services within the Ministry of the Solicitor General (SOLGEN) is seeking a collaborative leader to join their team asSolutions Portfolio Manager, Crowns & Victims and Vulnerable Persons Division.

Justice Technology Services provides critical support to the justice sector - the largest sector within the Ontario Public Service (OPS) - supporting partners from the judiciary; municipal courts and private bar; regional and municipal government; corrections and emergency, policing, and fire services. They also provide I&IT services in partnership with the Ministry of the Solicitor General and the Ministry of the Attorney General, including their respective Agencies, Boards and Commissions. Included in their responsibilities is providing the design and oversight of core services including: application development, infrastructure support, day-to-day maintenance and information management, and security and privacy assurance.

Please note: Attendance at the either the Toronto or North Bay office will be required in alignment with OPS' current hybrid work model.

What can I expect to do in this role?

As the Solutions Portfolio Manager, you will:
• lead through others by motivating, building and developing a team of individuals to deliver results on high profile initiatives.
• establish priorities, identify critical issues, recommend options, meet tight deadlines and work under pressure on a consistent basis.
• apply your expertise in information systems development and methodologies to lead and manage the strategic development and maintenance of business and mission-critical I&IT applications, systems and tools consistent with cluster and enterprise initiatives.
• consult with and help define client I&IT systems requirements and identify solutions.
• manage and oversee the deployment of I&IT systems, including: implementing technology infrastructure and the negotiation and management of all related business, information management and I&IT service level agreements, and changes to organization and business processes and procedures.

How do I qualify?

Strategic Leadership Skills

• You demonstrate the leadership behaviours, attributes and mindset for leaders, across the organization, to lead the OPS into the future and deliver our vision.
• You have leadership experience to engage and develop team members in a positive and inclusive work environment, promoting innovation and creativity.
• You have people management skills including experience in managing technical employees, staff assigned on a project basis and external consultants in delivering results.
• You have a proven track record of strategic thinking, innovation and effective decision-making abilities.
• You have experience and knowledge of financial management, procurement, contract management and asset management to prepare budgets, manage expenditures within allocated budget, define requirements for resources, goods and services, and to ensure value for money.

Communication and Relationship Management

• You have experience building and maintaining effective and lasting relationships with clients, project teams, and external partners in order to gather input, build consensus and deliver on priorities.
• You communicate information with clarity and enthusiasm resulting in a shared understanding and commitment by internal and external partners.
• You have experience in managing and negotiating IT service agreements using third party vendors and suppliers.
• You have superior oral and written communication skills to articulate business requirements and to prepare business cases, develop presentations and briefing notes.

Technical Expertise and Specialized Knowledge

• You have expertise in information systems development and methodologies, application architecture, systems modernization, information technology hardware and software to lead the development of consistent integrated applications and associated standards and support tools.
• You have knowledge of business systems analysis, design, implementation, testing, and risk management to direct staff in the development and evaluation of I&IT systems.
• You have knowledge of data and information management practices, processes and enabling technologies to support the use of data for business intelligence and analytics purposes.
• You can develop documentation in support of enterprise information governance & management processes.
• You have awareness of Microsoft .NET and Office 365 including MS Dynamics CRM, SharePoint Online, and Power Apps.
• You have expertise in project management methodologies including planning, estimating, budgeting, scheduling, and risk management to effectively manage multiple complex large-scale high priority projects.
• You have expertise in structuring, organizing and managing multiple projects, with a proven track record of successful project completion.
• You have demonstrated problem-solving skills to resolve complex and multi-faceted issues affecting the delivery of I&IT business solutions and services.
