Do you have proven inspection skills with a desire to enforce compliance while maintaining positive relationships with clients? If so, consider this exciting opportunity with the Ministry of the Solicitor-General.

In this challenging role, you will travel onsite to evaluate licensed private security and investigative business
entities, individual private investigators and security guards to support the enforcement of the Private Security and Investigative Services Act. Acting on behalf of the Ministry, you will review and assess complaints of alleged violations/non-compliance and provide general assistance to police investigators.

What can I expect to do in this role?

In this position, you will:
• Conduct prescheduled and unscheduled inspections, and educational field visits
• Review curriculum from training entities to ensure compliance with ministry guidelines
• Develop and maintain relationships with various stakeholders
• Issue orders specifying necessary corrective action
• Issue Provincial Offence Notices and take part in judicial and quasi-judicial processes

How do I qualify?

Mandatory

• You will need to be appointed as a Provincial Offences Officer under Section 1 (3) of the Provincial Offences Act.
• The positions require the successful candidates to have a valid class G driver's licence or equivalent. The offer of employment is conditional upon the successful candidate providing proof that they have a valid driver's licence upon being hired.

Technical Knowledge:

• You have demonstrated experience applying provincial and federal legislation including the Private Security and Investigative Services Act, its regulations and the Registrar's Rules of Practice to conduct inspections of licensed private security and investigation business entities, registered businesses and registered security and investigative training providers.
• You have proven experience applying the Provincial Offences Act, Criminal Code of Canada, the Canada Evidence Act, Ontario Evidence Act and the Charter of Rights and Freedoms.
• You have knowledge of the Ontario Occupational Health and Safety Act (OHSA) to manage safety risks and follow its rules and regulations.
• You have knowledge of business structures and relevant legislation to meet legislative requirements for operating private security, private investigation and/or security or investigative training business to provide information on best practices, new and existing laws and guidance on requirement and necessary documentation for licensing and approvals.
• You can identify trends and issues in compliance/intervention policies and processes related to PSISB's programs, activities, policies, procedures and processes of related areas and jurisdictions.
• You have proven knowledge of safety and preparedness to remove oneself from any potential risks during inspections.

Research and Analytical Skills:

• You have demonstrated research and analytical skills to support the policy and legislative requirements of the program.
• You can identify emerging issues, trends and problems during inspections and develop recommendations and procedures for resolution.
• You can effectively prepare case files, notes and evidence to properly assist in the prosecution of Provincial Offences Act matters.
• You can identify trends and patterns in the sector that may lead to potential breaches of the Act.

Communication Skills:

• You have proven abilities to interact with various stakeholders and to prepare detailed reports, interview various audiences, document statements, maintain proper notes and records, testify in judicial proceedings and prepare hearing briefs.
• You have demonstrated tact, diplomacy and professionalism to mange diverse stakeholders in often adversarial or confrontational situations.
• You can manage client expectations between business interests and the requirements under the PSISA.
• You can interview various subjects to ensure questioning elicits useful and honest responses.

Judgement and Problem-Solving Skills:

• You have demonstrated problem-solving skills to identify causes for non-compliance, recognize the associated regulatory requirement and resolve practical problems.
• You have judgment skills to determine compliance or enforcement action, based on the contravention and the compliance history of the licensee.
