Please Note:
• The successful candidate must be capable and willing to assume the role of Transport Canada-approved PRM (Person Responsible for Maintenance) for all maintenance and related operational aspects of the Ministry's aircraft maintenance program.
• Candidates with an aircraft maintenance engineer (AME) license M1 or higher are preferred.

About Us:
The Aviation, Forest Fire and Emergency Services Branch provides forest fire management services for the province including fire management policies and strategies, fire prevention and detection, and the basic resources for managing forest fires; aviation flight and maintenance crews and equipment in support of forest fire and natural resources management, and other specialized aviation services, including non-scheduled air transport to all government ministries and agencies; and emergency management in response to forest fires, floods, drought/low water, dam failures, erosion, soil and bedrock instability, crude oil and natural gas exploration, natural gas and hydrocarbon underground storage, and salt solution mining emergencies.

What can I expect to do in this role?

In this dynamic role, you will:

• Lead and guide the aircraft maintenance program by establishing plans and priorities for aircraft maintenance.
• Ensure that all maintenance functions are conducted in accordance with the Ministry's Maintenance Control Manual, the Airworthiness Manual and the Inspection Program Approval.
• Manage the activities of the Transport Canada Approved Maintenance Organization (AMO) in accordance with the regulatory requirements of the Federal Canadian Aviation Regulations (CAR's).
• Maintain a diverse fleet of fixed and rotary wing aircraft in airworthy condition in accordance with the CAR's, Transport Canada approved Maintenance Policy and Procedures and Maintenance Schedule Approvals (MSA's) and aircraft manufacturer requirements.
• Ensure that maintenance staff are provided with all necessary maintenance, overhaul, repair and test manuals and all required regulatory instructions and publications issued by Transport Canada.
• Develop and maintain a Quality Assurance Program established as per the CAR's and ensure that internal audit findings are actioned appropriately as per internal policy and procedures and regulatory requirements.

How do I qualify?

Mandatory

• Successful candidate must have approval by Transport Canada. Qualifications in accordance with Transport Canada's Aviation Regulations (section 573.03) and Commercial Air Service Standard (section 573.04).

Strategic Leadership Skills

• You have proven leadership and managerial skills to effectively supervise, develop and provide direction to air maintenance engineers throughout the region.
• You have demonstrated ability to identify and provide direction in the resolution of complex and contentious issues.
• You have a passion for developing, building and leading organizational capacity through inclusive, positive, and values based leadership in areas of organizational design, recruitment, talent and performance management and labour relations matters.
• You have experience motivating and inspiring staff to achieve results in a rapidly changing environment.
• You have proven ability to manage, lead, plan and organize the day-to-day aircraft maintenance activities.
• You have the ability to be responsible for the overall compliance with legislative statutes, collective agreements, government and ministry policies, directives, guidelines and commitments related services.
• You have sound judgement and political acuity skills to provide authoritative advice and guidance to senior management.
• You have demonstrated the leadership behaviors, attributes and mindsets to lead the OPS into the future.

Technical Expertise

• You have knowledge and understanding of Transport Canada Federal Canadian Aviation Regulations and industry manuals, (e.g. Ministry Maintenance Policy and Control Manual).
• You have thorough knowledge of proper function, repair and diagnosing defects in engines and a variety of systems, (e.g. hydraulic/propulsion systems).
• You have sound knowledge of sophisticated technical and diagnostic test equipment.
• You have previous experience with a computerized maintenance tracking system.

Program Management Skills

• You have the ability to lead highly complex maintenance initiatives for a multi-million dollar fleet of aircraft operating in a diverse environment on a wide range of government programs and understand and implement government and ministry objectives, while remaining within budget.
• You have proven management skills in order to lead a complex aviation maintenance program and the delivery of an effective aviation safety management system program under Transport Canada and numerous Ministry and Ontario Government programs, etc.
• You have the ability to organize the day-to-day aircraft maintenance activities and organize/maintain technical records.
• You have previous experience interpreting and applying manufacturers and regulatory instructions and to provide technical direction to staff.

Communication and Relationship Management Skills

• You have demonstrated the ability to prepare correspondence and briefing material for senior management, prepare and deliver presentations for staff, Leadership Team meetings, ministry management committees, regulatory agencies and external organizations.
• You have proven ability to communicate effectively on aviation maintenance technical and administrative matters with regulatory agencies, senior government, and industry partners.
• You have computer skills to perform day to day activities and develop complex materials, plans and forecasts for the oversite and direction of maintenance activities.
