About the job

Reporting to the Director, IT Operational Systems, in this role you will:
  • Lead digital transformation programs and projects that translate the strategy and vision into systems, platforms and applications that deliver real time actionable insights and allow for data driven business decisions and process optimization.
  • Establish and deliver new business opportunities for SCADA and Industrial Control Systems, to generate new revenue and business streams through the implementation of emerging technologies including consolidating the agency's position as a total solution and services provider.
  • Drive the culture change associated with digital transformation through active mentorship and education programs at all agency level, engaging actively with stakeholders to promote enhance and contribute to the general vision and strategy and its delivery
  • Design, pilot and implement operational to business systems integration in areas related to operations and regulatory compliance.
  • Modernize existing applications through continuous development, migrating toward mobile application delivery as a standard way to present process data and information to users
  • Enhance and automate existing corporate platforms to support next digital transformation phases.

What you bring to the team

Technical Knowledge and Experience

You have:
  • Advanced programming skills in open and proprietary programming languages to develop and deploy state of the art SCADA and Control Systems
  • Expert knowledge of Industrial Control hardware and instrumentation, their configuration and usage and associated proprietary networks, interfaces and protocols
  • Experience with communication systems as required for hierarchical control in large scale SCADA and IoT projects including cellular and radio systems
  • Knowledge and experience in IT infrastructure architecture and design to implement computer systems and networks in physical, virtual or cloud deployments
  • Expertise in Electrical Engineering to architect, design and optimize facility processes and systems. That includes practical experience with Process Control Narratives, CAD software and process and instrumentation diagrams

Analytical and Strategic Thinking Skills

You can:
  • Recommend, improve and establish best-in-class architecture options and integration strategies for enterprise cloud and mobile SCADA and IoT deployments
  • Identify and bridge gaps in design and architecture of existing enterprise, control and monitoring systems through application of engineering principles and software development best practices
  • Provide solutions to persistent performance and functionality systems issues following consultant and third-party solution providers or original equipment manufacturers (OEM) implementations
  • Complete facility assessments and document systems in relation to various projects objectives related to SCADA, control and instrumentation, electrical systems and process optimizations
  • Evaluate and integrate new and emerging cyber security solutions following available guidance and standards for Industrial Control Systems (ICS) and articulate strategies to allow incorporating ICS policies into a global agency security policy

Leadership, Business and Project Management Skills

You have:
  • Project Management experience to coordinate contracted work, assign and collaborate with other resources and operations and successfully commission systems
  • Business analysis skills to complete Process and SCADA facility assessments, identify and gather requirements for business and enterprise applications
  • Knowledge in financial and business processes to estimate effort and costs, evaluate feasibility and identify and control risks versus allocated budgets during the lifetime of an assigned project
  • Business acumen to identify opportunities, explore options, present strategies, studies and solutions to clients and management
  • A good understanding procurement policies and able to develop and complete agreements, contracts, direct purchases, RFP, RFQ and VORs as required by the specific assigned projects

Communication Skills

You have:
  • Presentation skills to guide the selection of technical solutions, revisions and engineering change orders to clients and consultants
  • Influencing, networking and relationship building skills to expand business, systems and services beyond the standard operations and maintenance contracts
  • Persuasion and negotiation skills to gain consensus and agreement on projects, technical solutions, program
    tracks and in general act as a mediator to promote and secure the best technical and logistic options available.
  • Communication skills and ability to clarify and explain in simple terms complex technical concepts and terminology to external clients, professional groups, program management and executive teams
  • Instructional and engagement skills to deliver in class, on site or online training for internal and client user groups on various technical and project specific topics
