Your exceptional planning and leadership skills are in high demand at the Ministry of Training, Colleges and Universities, Employment and Training Division where you will lead the continuous improvement of the division's capacity to deliver programs to communities across Ontario.
What can I expect to do in this role?
You will:
• plan and lead large-scale projects involving the business improvement cycle
• lead the development, implementation and monitoring of strategies to improve business processes and planning
• identify, analyze and evaluate opportunities for business improvements in service delivery
• apply knowledge of innovation theory and idea generation to support new initiatives and projects that require business improvements
• develop innovative practices to raise awareness, promote the use of and educate staff in the Employment and Training Division and support the building of a culture of innovation and continuous improvement
• apply and promote best practice business improvement methodologies, change management and performance measurement tools across the division
• establish and maintain linkages and relationships with business owners across the division
• work with communications specialists to lead communication and training to support divisional business and performance improvement strategies
• represent the branch and division on ministry, inter-ministry and inter-governmental committees, task forces, work groups, advisory bodies and networks
• prepare a range of materials including correspondence, briefing notes, comprehensive reports, work plans, evaluation reports and internal working papers
How do I qualify?
Business re-engineering/innovation expertise:
• You have demonstrated experience in leading large-scale concurrent projects involving business mapping to identify business process improvements in service delivery in areas that may also include IT, program delivery and finance.
• You can demonstrate that you have actively explored new possibilities and applied different perspectives, new approaches and methods that may challenge the status quo.
• You have experience working with new ideas and technologies that can support the creation and implementation of innovative ideas/solutions.
• You have proven experience assessing and developing cost/benefit analyses and feasibility studies to evaluate the benefits against the associated risks.
• You have experience developing options and evaluation criteria for senior management to consider when making decisions and setting priorities.
• You have advanced skills in using business mapping software and business improvement methodologies such as Lean Six Sigma, change management and performance measurement.
Analytica and problem-solving skills:
• You have extensive experience collecting and analyzing program and business process data from multiple sources.
• You have proven experience assessing cost/benefit analyses and feasibility studies in order to develop options, recommend business solutions and maximize the use of re-engineered tools.
• You have extensive experience identifying concerns, monitoring and resolving controversial issues and developing mitigation strategies.
Project management skills:
• You have excellent project management and leadership skills to lead subject matter experts and third party service delivery team members.
• You have well developed experience in developing detailed project plans using project charters and status reporting tools.
• You have extensive project implementation skills to lead and plan project deliverables such as key/new program priorities, procedural guidelines, operational policies, training requirements for staff and evaluation.
Relationship management skills:
• You have strong relationship management skills in order to establish positive working relationships with business owners, subject matter experts and third party service providers.
• You have excellent decision-making skills to influence business owners and senior management.
Communication, facilitation and interpersonal skills:
• You have excellent consultation and persuasion skills to provide expertise and advice to the Assistant Deputy Minister and Branch Directors regarding re-engineering projects.
• You have strong negotiation and influencing skills to obtain consensus on complex business process re-engineering matters and to manage resistance to change in adopting new business processes.
• You have strong facilitation skills to lead focus groups and projects teams made up of business owners, subject matter experts, and stakeholders.
• You have well developed collaboration skills to lead subject matter experts through the phases of the business improvement cycle and to lead project meetings.
• You have excellent written and oral skills to express complex ideas in a concise manner and to focus decision makers on key analysis and project outcomes to obtain approvals.
• You are fully proficient in the use of a variey of software applications to prepare correspondence, reports, spreadsheets and presentations.
