The Supply Chain and Facilities Branch is looking for a procurement advisor to join the team. You will be involved in all aspects of procurement, from advising clients to working on procurement and tender documents, policies and procedures.
What can I expect to do in this role?
In this role you will:
• Provide advisory services to clients on procurement initiatives, and facilitate the effective and efficient ministry wide procurement of goods and services
• Provide expertise in the development of procurement business cases, tenders (Request for Information, Request for Services, Request for Bids/Proposals), and related documents, and review procurements submitted to ensure compliance with all applicable policies
• Build and maintain effective relationships with stakeholders, internally and externally, to facilitate the procurement process and participate on working groups
How do I qualify?
Business & Procurement Knowledge
• Demonstrated knowledge and experience with procurement and related policies, processes, and practices to advise clients and ensure that procurement plans and all tender documents are cost effective and efficient in meeting needs
• Ability to gain an understanding of client's business to analyze procurement needs and potential opportunities
• Knowledge and experience with Request for Services (RFS), Request for Information (RFI), Request for Bids (RFB)/Request for Proposals (RFP)
Communication & Interpersonal Skills
• Oral and written communication skills to prepare procurement business cases, tenders documents, correspondence, reports, briefings and other materials and communicate with clients
• Demonstrated consultative skills to provide advice to clients on procurement matters
• Demonstrated relationship management skills to build and maintain effective partnerships with stakeholders and the external procurement community
• Negotiation skills to support contract negotiations and resolve issues with stakeholders
• Communication and presentation skills to deliver information and training sessions
Analytical & Problem Solving Skills
• Analytical skills to assess client requirements and develop innovative procurement strategies and options, factoring in potential risks and issues
• Analytical skills to assess business risks of procurement plans to ensure clients understand business and financial ramifications
• Research skills and problem solving skills to address procurement related issues and problems
• Ability to conduct research on procurement trends and developments to help with the streamlining and effectiveness of procurement processes and services
• Analytical and problem solving skills to assess procurement practices and identify areas for improvement
Leadership & Project Management Skills
• Project management and organizational skills to plan, coordinate, and lead major procurement projects and translate business needs into procurement documents/requirements
• Leadership skills to lead the development of training, support, and mentoring for client groups
