The Ministry of Health and Long-Term Care, Capacity Planning and Priorities is seeking a Planning Analyst to provide expertise and advice on planning, policies and programs addressing the ministry's strategic direction and priorities for the health system, including planning for health service delivery that is cost effective, high quality and sustainable.

What can I expect to do in this role?

In this role, you will:

Planning, Policy Research and Analysis
• Conduct research, quantitative and qualitative analysis, and policy analysis in order to assess broad range of emerging issues and trends affecting health care service deliver, including health, funding, governance, service delivery, labour and stakeholder needs.
• Identify, analyse and interpret data that support health system planning forecasts and models.
• Develop and analyse policy recommendations to support health system planning.

Program Management, Project Leadership and Stakeholder Management
• Support and administer programs for system capacity planning to meet ministry goals and objectives
• Lead and participate on working groups/project teams and work with branch/ministry colleagues, ministry stakeholders, service providers, academic bodies and institutions on health policy and planning initiatives.

Issues Management, Briefing Materials and Communication
• Analyze, synthesize and interpret complex issues and information into briefing materials, presentations and policy documents that outline key planning issues, gaps and pressures and policy/program options.
• Prepare briefing notes, options/policy papers, reports, presentations, decision-making documents for senior management and Offices of the Minister and Premier as needed.

How do I qualify?

Specialized Skills:

• You have demonstrated knowledge of planning techniques, policy and research methodology and tools to develop appropriate tools and techniques for research and information gathering which facilitate health planning and policy development.
• You have proven knowledge of program delivery and evaluation techniques to administer health system planning programs.
• You have demonstrated knowledge of economic theory, methodology and techniques in such areas as forecasts of future demands, fiscal and economic indicators and health system market studies to provide economic analysis and evaluation to support health planning.
• You have demonstrated knowledge of numerical, data and qualitative analysis to develop planning approaches and frameworks and to analyze critical evidence impacting health system planning.

Project Management Skills:

• You have proven knowledge of project methodology and project management skills to provide project planning and leadership of working groups and policy forums.

Interpersonal/Influencing Skills:

• You have proven consultation and partnership skills to represent the unit's interests and facilitate a coordinated approach to planning, policy analysis and development when participating as a member of ministry /inter-ministerial committees and policy groups.
• You have demonstrated influencing skills to prepare policy analysis for consideration by the Senior Policy Analyst, Senior Health Economist and Manager.

Analyzing/Problem Solving Skills:

• You have the proven ability to conduct research and analysis of various health planning, funding and governance issues impacting health system planning, policy development and providing subsequent planning and policy recommendations and impacts.
• You possess the ability to synthesize information research, health system studies including fiscal and economic indicators to plan for the health system.
• You are able to monitor the economic health system issues, trends and directions which affect planning and policy development.

Communication Skills:

• You have demonstrated written and oral communication to prepare and present complex research analyses, evidence based decision making results, planning and policy reports, speeches and briefing papers.

Computer Skills:

• You are proficient in MS Office programs, including PowerPoint and Excel etc.
