We have an excellent opportunity for an innovative and highly motivated engineer to provide engineering expertise and technical leadership on operational design and development and program delivery initiatives within the Ministry of the Environment and Climate Change
What can I expect to do in this role?
In this role, you will:
•Provide engineering expertise and technical leadership direction to develop and verify new program and procedure initiatives focused on improving application evaluation processes for air and noise, waste, sewage and water Environmental Compliance Approvals
•Provide engineering expertise and technical leadership to program implementation and transition by supporting the implementation and transition of electronic Environmental Compliance Approval System (eECAS) and existing programs by: developing the detailed implementation plans and establishing roles and responsibilities for the implementation
•Designing and piloting innovative approaches at a small scale to address environmental goals and issues, including conceptualizing and testing new program/partnership models to enhance program delivery improvements
•Establish and monitor program performance targets
•Provide technical support to branch, regional, legal and other Ministry staff, including preparation of guidelines for Ministry staff and establish effective working relationships with consultants and municipal representatives
•Monitor changes affecting Ontario's approvals programs internally, provincially, nationally and internationally
•Prepare correspondence , briefing notes, Minister's letters , and other documents on matters relating to air and noise , waste, water and wastewater sources of emissions, pollution control equipment and the approvals program.
•Comply with all safety policies and procedures and reports all unsafe equipment and conditions to Supervisor.
How do I qualify?
Mandatory
•Full Membership with the Professional Engineers of Ontario
Engineering Knowledge
•You know the theories, principles and practice of civil or chemical, or environmental engineering and related fields
•You have experience in contaminated sites management, brownfields redevelopment, pollution control, and solid and liquid waste management
•You demonstrate technical expertise to identify sources and types of pollutants from complex sources, review engineering specifications and designs, analyse technical aspects of complex industrial processes, waste management activities and contaminated sites management to recommend effective operational program improvement and abatement support based on sound engineering principles
•You can interpret and apply industrial processes, pollution control systems, practices and techniques, procedures and standards as they apply to land, water and waste issues.
Legislative Knowledge
•You can interpret and apply environmental protection legislation (e.g. Environmental Protection Act, Ontario Water Resources Act, Pesticides Act, Environmental Assessment Act), regulations, and guidelines
•You can interpret and apply Occupational Health and Safety legislation, policies and procedures
•You know the rules of evidence
Judgement, Communication and Organizational Skills
•You can undertake thorough analyses of complex and technical data and use good engineering judgment in suggesting revised or alternative courses of action in circumstances not covered by established policy or precedent
•You can translate abstract concepts into pragmatic action plans and communicate clearly when representing the Ministry in court, judicial boards, general public, media, etc.
•You know how to establish good working relationships with internal and external stakeholders and have experience leading multi-disciplinary teams
• You are highly organized and can engage in effective negotiation activities to manage assigned projects
•You demonstrate strong initiative and the ability to deal with the public
