The Ministry of Infrastructure is seeking two highly skilled Senior Policy Advisors to provide expert advice related to municipal infrastructure policy and federal-provincial infrastructure relations in a fast paced, dynamic environment.

What can I expect to do in this role?

You will:

• develop policy, programming and financial advice for senior executives within the Ministry
• lead and perform complex research and analysis that support the development of infrastructure policies and programs related to the municipal sector
• lead Ontario's negotiations with the federal government on cost-shared infrastructure funding programs and policies
• develop and implement large scale and multi-jurisdictional projects and initiatives
• consult extensively with partner ministries and stakeholders
• regularly brief senior executives

How do I qualify?

Relevant Policy Development Expertise:

• You have experience with public policy development relevant to infrastructure and finance issues, to design, plan, and manage options analyses and implementation plans that integrate a range of economic, fiscal, and political factors and data, with the ability to provide advice on infrastructure policy and planning initiatives.
• You have experience with capital investment needs assessment, modelling, forecasting and evaluation in order to provide advice to senior executives about competing infrastructure investment priorities.
• You have the proven ability to apply research principles/techniques and quantitative/ qualitative methodologies, to design/conceptualize and manage inter-jurisdictional research projects/studies, surveys, trends analyses, and environmental scans.
• You have an understanding of government and broader public sector policy development and capital planning processes.

Analytical, Strategic Thinking and Issues Management Skills:

• You have the ability to use analytical skills in providing strategic advice and recommendations to senior management on infrastructure policy and planning initiatives.
• You have the skills to develop and implement integrated and efficient capital decision making systems.

Communication, Leadership and Relationship Management Skills:

• You have applied a high level of communication and presentation skills to make presentations to senior executives, prepare a variety of products and effectively communicate complex policy issues.
• You have the proven ability to establish and maintain effective relationships with partners and stakeholders, resolve issues and build consensus.
• You can apply negotiation and persuasion skills to lead the negotiation of funding agreements with other levels of government.
• You have leadership abilities to motivate, guide and support colleagues and participate in technical working groups across ministries, jurisdictions and with stakeholder groups.

Project Management Skills:

• You can apply project management techniques/principles to plan and manage options/impact analyses and policy review and development processes to timelines and in line with best business planning practices.
