The Ministry of Community Safety and Correctional Services, Operational Support Branch, Resources Planning Unit is seeking two Program Analysts/Project Managers to lead, plan, coordinate, develop, implement and maintain ministry programs/initiatives/projects.

What can I expect to do in this role?

In this role, you will:

• Lead the procurement process for programs/initiatives including discussions with program areas, preparing documentation for approvals, drafting RFx documents, evaluating procurement, implementing new contract requirements
• Lead and coordinate programs/initiatives goals, objectives, and performance
• Lead contract management oversight and monitor performance and compliance obligation of both parties on an on-going basis
• Lead resolution for non-compliance and/or potential contentious issues of programs/initiatives
• Make recommendations regarding priorities, program scope and operational standards for adult correctional and community initiatives for Ministry senior management approval
• Analyse programs and risks for existing and/or potential initiatives and propose mitigation strategies, develop options, and make recommendations to senior management
• Research issues and best practises in other jurisdictions to evaluate their applicability to Ministry programs and incorporate to improve programs.
• Conduct program analysis, prepare and make presentations to senior management for approval
• Prepare and/or review briefing papers and related documents
• Conduct analysis, prepare reports and/or other necessary documentation for decision-making purposes
• Research, review, and co-ordinate responses to internal and external inquiries
• Implement decisions arising from the Ministry's senior management
• Lead team members and stakeholders in regard to programs/initiatives including deliverables, timelines, scope, budget, etc., and report as necessary to senior management about assigned projects for operational policy/program development/evaluation
• Respond to issues and related inquiries from Ministry, inter-Ministry, and stakeholders on programs/initiatives
• Represent the Ministry on programs/projects
• Initiate and maintain stakeholder relationships
• Provide information/advice/assistance to resolve issues with stakeholders.

How do I qualify?

Procurement Knowledge and Project Management Skills:

You have:
• knowledge of procurement policies and directives, RFx development and evaluation
• knowledge of contract management including contractual obligations, negotiations, oversight, monitoring finances and performance
• the ability to develop strategies that identify continuous improvement opportunities while mitigating risk
• the ability to lead policy, program standards, designs, initiatives and projects and to manage procurements and services contracts

Policy and Program Knowledge:

You have:
• the ability to develop/design operational policies, procedures and standards of operation to support a Ministry program/initiative/project
• knowledge of Correctional systems and operations for adult justice, general institutional and community corrections issues to formulate options and to liaise with stakeholders
• the ability to investigate issues, gather and analyze information from internal and external sources to undertake analysis, identify and investigate issues, develop options and make recommendations to senior management

Financial Knowledge:

You have:
• the ability to develop a financial framework and to ensure the program/contract/project performs on budget and is aligned with government and Ministry priorities and accountability requirements

Communication Skills:

You have:
• the ability to respond to information requests and develop option papers, submissions, briefings, presentations, business cases, memoranda, letters, Request for Proposals, Request for Tenders, and make presentations and provide advice

Research and Additional Skills:

You have:
• the ability to identify and research issues, determine issues that may be contentious, and recommend viable options and best practices for resolution
• knowledge of office technology and Microsoft Office including Word, Excel, PowerPoint; database and electronic mail in order to prepare various reports, correspondence, and presentations
