Do you want to be part of a dynamic and high performing team dedicated to the monitoring and evaluation of a broad range of province-wide housing and homelessness policy and programs?

Consider this opportunity at the Ministry of Housing, Housing Policy Branch, which will showcase your strong leadership and technical skills focused on designing and implementing performance measurement and evaluation frameworks. We are seeking an experienced, innovative, and collaborative professional to lead research and evaluation projects.

What can I expect to do in this role?

You will:

• lead project teams on the development and implementation of research, evaluation and performance measurement projects in support of divisional priorities (e.g., Long-term Affordable Housing Strategy)
• provide leadership and technical advice to team members, coach and help facilitate capacity
• lead analysis of socio-economic, demographic and other housing and homelessness-related data to inform program evaluation and policy development
• lead relationship building and consultations with a variety of internal and external stakeholders
• lead projects to help increase capacity, within government and the sector, to use research, evidence and best practices to improve housing and homelessness policies and programs
• represent the branch on intra/inter-ministerial, intergovernmental and stakeholder working groups and committees

How do I qualify?

Demonstrated Team Leadership and Project Management Skills

• you have demonstrated leadership, team building and effective project management skills to lead intra and inter-ministry, internal and external teams throughout the life cycle of projects
• you can manage a variety of concurrent assignments to meet tight deadlines, including developing project plans and managing the progress of multi-disciplinary project teams

Research, Conceptual, and Analytical Skills

• you can lead complex, multi-partner projects, involving identifying and analyzing trends, patterns, issues and opportunities in quantitative and qualitative data to recommend policy approaches
• you can develop logic models and performance measures to support policy, program development and evaluation
• you can research, evaluate, and assess current/proposed initiatives to determine future strategic directions
• you can anticipate and absorb complex issues and develop policy options
• you have thorough knowledge of policy development and program evaluation principles to research, analyze and develop policies, and to give advice and guidance to team members and management
• you have expertise in drafting briefing documents, research reports, and recommendations, along with expertise in developing complex legislation and regulations
• you have excellent knowledge of housing and homelessness policy, including trends and developments in Ontario and elsewhere in Canada; municipal and service manager governance and infrastructure
• you have knowledge of policy approval processes, issues management and strategic planning

Effective Communication, Consultation and Interpersonal Skills

• you can develop research reports, policy recommendations, briefing notes and special reports
• you can liaise with municipal and federal/provincial counterparts and other stakeholders to research and develop joint initiatives
• you can develop and maintain relationships across a broad spectrum of governments, community groups and private stakeholders that support ongoing, effective, open and interactive communications and collaboration
• you can effectively and persuasively deliver recommendations, advice and presentations to colleagues, senior management and stakeholders
