The Ministry of Health and Long-Term Care is seeking a Manager, Information Management Policy, to manage the planning, development, communication and evaluation of information management strategic and operational policies, standards, legislation and regulations, which define how health system data and information is to be managed and shared within the health system to support health system strategies including the overall Excellent Care for All Strategy and Patients First Strategy.

What can I expect to do in this role?

In this role, you will:

• Manage the planning and development of policy frameworks and strategies, legislation and regulations, standards and guidelines which address a range of issues and gaps impacting information management within Ontario's health system.
• Plan and manage the unit's concurrent project teams comprised of branch and ministry staff, stakeholders and external health system stakeholders.
• Manage the life cycle of policy and strategies including oversight of project methodologies and plans, resources and deliverables, terms of reference, goals, timelines and composition of project teams.
• Manage the monitoring, analysis, environmental scanning and assessment of a broad range of information management issues and results of evidence based research which affect the development of policies for the achievement of information management outcomes in Ontario.
• Manage the development and presentation of policy papers, Cabinet submissions and briefing materials relating to unit policy initiatives and information management issues.
• Build strong linkages in information management policy, standards and legislative development by ensuring consultation processes and partnerships are developed and maintained with colleagues in own and other divisions throughout the ministry and key partners and stakeholders in the health system.
• Ensure that Ontario's health system information and data interests and issues are represented at senior level policy and decision making Committees and working groups.
• Manage Unit's financial and human resources including: hiring, orienting and training of staff, developing a strong team, determining performance standards and conduct of performance reviews, fostering a diverse and inclusive workplace
• Manage a broad range of employee relations matters including succession and diversity inclusion objectives; developing and managing Unit budget; supporting corporate planning processes and reporting, including RbP's and annual plans.
• Manage the provision of support and value added input to various government approval processes through the preparation, analysis and/or review of MB 20's, business planning, and Cabinet Submissions.
• Provide strategic advice and expertise to the Director, Assistant Deputy Minister, Associate Deputy Minister, Deputy Minister, and Minister on contentious information management issues.
• Participate in Branch/Divisional/Ministry strategic planning and decision making activities to support OPS and ministry priorities, including the implementation of the Excellent Care of All Strategy and Patients First Strategy.

How do I qualify?

Specialized Knowledge:

• You have demonstrated knowledge and understanding of the government decision-making and policy development processes.
• You have knowledge of the government health system agenda and objectives for information management to ensure unit project initiatives contribute to the overall strategic directions and provincial priorities including the Excellent Care for All Strategy and Patients First Strategy.
• You have knowledge of information management, principles of intellectual capital measurement and management and an understanding of how information is stored, retrieved, and shared across organizations to manage the development of relevant policies, legislation, regulations and standards.
• You have knowledge of health care system trends, models of delivery, funding, governance and legislation and understanding of critical issues and concerns faced by a broad spectrum of health stakeholders to ensure policies and standards respond to issues within the health system.

Research and Analytical Skills:

• You have demonstrated skills in applying current research methodology/policy development tools and techniques.
• You have analytical and problem solving skills to manage the resolution of various issues related to policy development and to approach analysis and problem solving in a creative and flexible way.

Project Management Skills:

• You have proven knowledge of project management principles and methods and project management skills to determine project methodologies, resource requirements and deliverables and to provide direction on concurrent projects.
• You have knowledge of project methodology and project management skills to manage project planning, provide leadership on concurrent policy development projects and to manage deadlines and competing priorities.
• You have financial planning and management skills to plan and manage projects, to support planning processes and reporting including Results based Planning and annual plans.

Leadership Skills:

• You have strategic and operational planning skills to develop and implement business plans for the unit.
• You have leadership and management skills to provide leadership, motivation and management of unit staff.
• You have mediation, negotiation, and facilitation skills to provide leadership on project and work teams and to drive policy development with a range of colleagues.
• You have consultation and relationship management skills to develop public consultations, ensuring consultation processes and partnerships are developed and maintained to ensure linkages in policy, program and legislative development.

Communication Skills:

• You have networking skills to build networks and establish effective communication and information sharing with colleagues across the OPS and with external stakeholders and clients.
• You have oral and written communication and presentation skills to prepare and present a range of complex and detailed policy frameworks, government submissions and briefing papers.

Computer Skills:

• Computer skills to access the Internet as a research tool and to prepare own materials using various software programs.
