Are you interested in providing strategic procurement/contract development and management advice and expertise? If so, then join this opportunity with the Procurement and Business Improvement Branch where you will develop and implement procurement initiatives for the ministry.

What can I expect to do in this role?

In this role, you will:
• Provide strategic procurement / contract development and management advice and expertise in developing and implementing procurement initiatives for the ministry ensuring adherence to Ontario Public Services procurement policies, procedures and guidelines
• Provide timely information, analysis and advice to facilitate implementation of client operational and business plans for procurement, including development of procurement strategies, business cases and procurement plans, cost-benefit analysis, risk factors, advising on supply options, changing business practices, and the preparation of solicitation documents
• Advise managers/clients on the interpretation and application of corporate procurement and contract management policies, procedures and guidelines
• Provide Ministry-wide coordination of corporate procurement and contract management dashboard reporting as well as annual mandated reporting (AIT Reporting, Consulting Services Reporting) etc.
• Conduct research and analysis of various sources of information, prepare statistical analysis, and summarize research findings to support branch policy and program decision-making.

How do I qualify?

Procurement Knowledge and Experience:

• You have knowledge of and experience with procurement practices, supply and contract management principles and practices
• You can understand government decision-making processes in the preparation of draft policy options regarding new or revised branch policies and programs
• You have ability to acquire and apply procurement policies, directives and standing agreements for the Ontario Public Service (OPS)
• You have ability to acquire and apply strategic directions, programs and project initiatives to plan and coordinate procurement services to meet business needs and decision-making processes

Consultative, Communication, and Interpersonal Skills:

• You are able to provide expert advice and guidance to ministry management in developing procurement strategies
• You possess excellent oral and written communications to provide advice and information to managers, clients, vendors and represent the ministry in consultations or negotiations with vendors
• You are able to prepare Request for Proposals (RFPs) and reports
• You can build and maintain effective working relationships with diverse internal stakeholders and external suppliers

Project Management, Analytical and Research Skills:

• You have excellent research and analytical techniques to conduct research and analysis of various sources of information
• You can prepare statistical analyses, and summarize research findings to support branch policy and program decision-making
• You have project management and organization skills to ensure tasks are performed within time and resource requirements
• You can coordinate procurement project life cycles

Computer Skills:

• You are proficient with common office software (including word processing, spreadsheet, database, project management and presentation capabilities) to create analytical reporting
