Are you an experience I&IT professional who is detail oriented and has experience regarding all areas of Quality Assurance frameworks including processes, artefacts, testing and continuous improvement? Consider this challenging opportunity within the Technology Management and Solutions Integration Branch, Health Services I&IT Cluster, and be an integral member of the team . You will be providing leadership, expertise and technical oversight to internal and external stakeholders, team members, inter-disciplinary project teams, external consultants and vendors/suppliers regarding Quality Assurance standards, system quality and adherence to standard methodology across a wide suite of technologies including mission critical 911 solutions (ie. applications, radio, telephony) and enterprise business services.

What can I expect to do in this role?

In this role, you will:
• Lead and co-ordinate a team to manage the Quality Assurance (QA) framework to ensure that all solutions meet the highest level of quality and meet business requirements.
• Provide governance, compliance and lead initiatives associated with continuous improvement strategies for quality assurance and efficiency from conception to completion.
• Plan, develop and oversee all technical aspects of quality assurance for IT projects including the development and management of best practices and QA tools.

How do I qualify?

TECHNICAL KNOWLEDGE AND SKILLS:

• You have knowledge of and experience with quality assurance principles, practices, methods, techniques, metrics and tools and the software development lifecycle, and understanding of current state of the art technology and trends in the area of quality assurance, to lead the quality assurance elements of IT projects.
• You can oversee the implementation of all aspects of the quality assurance program across the discipline as well as ensure quality products and services and compliance with ministry and corporate directives and guidelines.
• You have knowledge and understanding of the relationship, capabilities and effects between application and infrastructure to ensure appropriate quality assurance measures.
• You have knowledge of I&IT strategies, plans, standards, directives and testing methodology and tools; and Accessibility for Ontarians with Disabilities Act (AODA) compliance requirements.
• You have knowledge of all computer environments and all levels of computers and midrange server equipment, local and wide area networks capabilities and capacity.

LEADERSHIP, PLANNING, AND PROJECT MANAGEMENT SKILLS:

• You have knowledge and understanding of quality assurance task budgeting/level of complexity and scheduling to estimate and control deliverables and timelines.
• You possess project management skills with knowledge of project management techniques and methodology to effectively manage the testing effort for large and small projects concurrently for a variety of portfolios/client groups.
• You provide technical advice, guidance and leadership to team members, including developing and implementing work plans and schedules, establishing priorities, monitoring quality of deliverables, explaining work procedures, and resolving issues.
• You provide consultative guidance and assistance to Project Managers, Technical Business Analysts, Developers and other project team members on Quality Assurance standards, processes and procedures.
• You have knowledge of and skills in team management and development to foster strong teams within area of responsibility; and to plan, organize and co-ordinate human resources to achieve a variety of project objectives.

ANALYTICAL AND PROBLEM-SOLVING SKILLS:

• You are able to analyze and assess status of projects assigned to Quality Assurance staff, assess and make recommendations and/or decisions concerning specific quality assurance needs and request.
• You can assess and make recommendations and/or decisions concerning specific quality assurance needs and requests, assess risks, impacts and benefits, within the context of organizational technical resources, commitments and priorities, and make recommendations to resolve issues and/or mitigate their impacts.

INTERPERSONAL, COMMUNICATION AND NEGOTIATION SKILLS:

• You have relationship building and customer service, consultative and communication skills to determine project/client requirements, make presentations to project teams, promote innovative processes and foster co-operation among portfolios and quality services staff.
• You possess oral and written communication skills to provide customer service, prepare reports, presentations/ recommendations/documentation to senior management.
• You have consultation and interpersonal skills to liaise/facilitate communications with numerous internal/external stakeholders and clients, present information to the Project Managers pertaining to the staff resourcing for to their respective projects.
• You are able to negotiate project scope and timelines; negotiate resolutions to project-related issues discovered by QA staff or others performing QA tasks/functions with various Managers (incl. Project Managers); and negotiate project timelines and resource assignment (QA and non-QA staff).
