Purpose of Position :

• To provide leadership and senior level expertise in the development and execution of the usability strategy for the
Road User Safety (RUS) IT Modernization Project.
• To establish the framework, processes and metrics needed to formulate usability goals
• To develop and implement best techniques for usability evaluations
• To enable the delivery of highly usable applications
• To implement User Experience Management practices to the RUS Modernization project
• As a lead usability resource, and in collaboration with the RUS Business and IT project team, end users and selected
vendors, ensure that all aspecs of usability are implemented in the modernized system solution

Duties / Responsibilities :

1. User Experience Design — Strategy and Execution
• Provides leadership in the development of the usability strategy across multiple channels (e.g. over the counter, on
line) and secures approval from multiple business and IT stakeholders
• Establishes processes required to define usability requirements and metrics across multiple channels and validate I
test the solution against the established goals and metrics
• Ensures that in-depth understanding of RUS business functions and all end user groups guides the formulation of
Usability Strategy, Goals and Metrics
• Defines usability requirements in collaboration with clients and all end user groups
• Communicates goals of user experience practice and educates the teams across the organization (RUS
Modernization l&IT and business stakeholders, end-users of the application)
• Incorporates usability requirement into Requests for Proposals for the vendors and provides input into evaluation
criteria to ensure the selected vendor has the required skills and experience in user experience design
• Develops an execution strategy that ensures usability is a key component throughout the software development life
cycle
• Develops and executes the usability testing and validation strategy as well as related acceptance criteria
• Collaborates with business transformation leadership to contribute to the successful rollout of the modernized
solution. Addresses usability issues during rollout and ensures target usability metrics are met.
• Drives best practices in user experience design.
• Manages expert reviews and usability evaluation throughout the software development life cycle
• Leads the analysis of users tasks, functions and software environment to ensure the usability of the future system
addresses the business goals and objectives
• Sets the expectation and directs the development of the artifacts that help describe the experience to the audience,
such as wireframes, stories, diagrams, mockups etc.
• Be a voice of User Experience (UX) within project teams and communicate with other departments and members to
build consensus and verify rationale
2. Project Management
• Directs project planning for all usability phases of the RUS Modernization project; establishes priorities; schedules
and allocates work to staff and/or consultants; ensures compliance with enterprise and corporate l&IT strategy.
• Develops and identifies project resource requirements and negotiates to secure them.
• Supervises multidisciplinary teams of project staff including I&IT staff, client staff and consultants.
• Directs the full deployment of user experience design processes and systems in partnership with RUS Modernization
business and solution development teams.
• Develops performance measures and reviews to evaluate usability testing results for each business function
• Ensures stability testing is conducted according to established budgets, schedules and standards.
• Conducts follow-up with l&IT applications Development Manager and/or System Solutions Manager, l&lT specialists
and clients to ensure usability testing results and recommendations are understood and adopted, and provides
expertise to support related change and implementation.
3. Expertise/Relationship Management
• Provides user experience design expertise for the RUS Modernization project and works collaboratively with Cluster
managers to support mutual alignment and integration of usability processes and content.
• Develops and manages effective relationships with business clients, other clusters/ministries and enterprise level
specialists, suppliers, OPS team members and external clients, stakeholders and the industry; understands their
business needs and business solutions development, usability and maintenance needs and ensures consistency in
the delivery of user experience design services to meet those needs; develops/recommends co-operative
approaches to resolving usability related issues and discusses/evaluates usability developments and trends that may
be applicable.
• Participates on various project and OPS committees to develop/revise usability related l&IT policies, standards and
guidelines across the client ministries, Cluster and the broader OPS. Leads and manages the development and
implementation of usability standards, policies, guidelines, procedures and methodologies to ensure project/Clusterwide
consistency, integration and re-use.
• Participates as an expert usability consultant on project and Cluster committees and task forces related to business
solutions information, systems, technology and services to improve project effectiveness in program delivery.
• Provides strategic input to l&IT strategic and associated operational plans by recommending and influencing new
usability strategies and initiatives to align with project and Cluster strategy, satisfy corporate goals and meet client
business needs.
• Provides expertise and specialized input into the development and/or acquisition of usability tools, training, etc. for
l&IT professionals, project and Cluster staff and internal/external users of business solutions applications. This
includes the use of hardware and software acquired, developed and/or implemented, adherence to standards, etc.
• Develops and provides updates to usability testing content for the project l&lT Service Catalogue

Knowledge :

Expert knowledge of usability principles issues and techniques.
Strong business acument and knowledge of business processes, business procedure and associated performance metrics.
Broad based knowledge of the overall field of information technology disciplines, including experience in all aspects of architecture, application design, development, testing and maintenance.
Strong knowledge of business transformation processes and requirements.
Ability to coordinate the development of standards for usability and the selection of vendor solutions that best meets usability practice goals.
Ability to develop recommendations through the process of broad consultation with clients and information systems management and staff.
Proven ability to work effectively as both a team leader and as a member of a team.
Knowledge of methodologies to analyze, user, business and channel needs and the ability to define strategies that meet those needs through effective user-driven solutions.
Knowledge and experience in large system modernization initiatives and the understanding of the challenges that such initiatives bring to user experience design and adoption.
Project management skills to plan, lead, co-ordinate and oversee concurrent specialized testing projects, services and
activities.
Leadership skills to supervise project teams, systems specialists and support staff, provide motivation and foster teamwork
Program and portfolio management skills to plan, integrate, deliver and support testing work.
Risk identification skills, to anticipate and neutralise potential risks resulting from testing and related changes; identify, assess and make authoritative recommendations on risks identified through testing.
Consultation, negotiation, communication and client service skills to act as liaison and expert advisor with all levels of senior management and clients, negotiate service level agreements, resource levels and vendor contracts.
Ability to manage contractor/vendor relationships.
Proficiency with PC-based common office software to schedule, track and report on projects; create analyses, reports and recommendations; make presentations; estimate costs; produce correspondence and co-ordinate activities.
Demonstrated ability to communicate effectively with both technical and non-technical staff both through written documents and multimedia presentations.

Judgement :

Work is performed under the general direction of the Senior Manager PMO, Quality & Support, and within the framework of the mandate of the OPS enterprise; the Cluster and its client ministries and their business needs, objectives and policies;
OPS l&IT strategies, plans, standards and policy; and related industry standards and best practices.
A high degree of initiative and judgement is required to balance the needs and desires of clients with individual requirements against overall needs and priorities of the Ministry. Using current data / database/application infrastructure as a base, the incumbent must investigate and evaluate a wide range of alternatives to usability implementations and recommend options which will meet current needs and contribute to longer range goals.
Judgement is used in prioritizing conflicting demands on his or her time and directions which must be resolved through
interpretation of overall Ministry priorities.
The incumbent will recommend approaches which will involve safeguarding the investment of millions of dollars in IT
spending regarding the collection, maintenance, security and integrity of RUS data and databases. Poor judgement could result in considerable direct loss and incalculable loss in opportunities for the Ministry.
The position exercises independent judgment in:
• Leading the formulation of the usability framework, processes and metrics needed to formulate usability goals.
• Balancing resources to meet conflicting demands cost-efficiently and effectively without sacrificing quality.
• Managing risk in the identification and resolution of usability problems; and supporting the development, co
ordination and implementation of solutions to relieve existing/potential problems and avoid the potential creation of
further problems.
• Leading the development and implementation of a comprehensive framework of usability testing standards, policies
and procedures which support diverse, complex and critical usability testing requirements, comply with legislation,
and are aligned with related project/Cluster/enterprise frameworks.
• Providing input to strategic and operational l&IT plans and policies; recommending strategic and technological
approaches to user experience design and related directions that are aligned with enterprise directions.
• Translating conceptual and logical architectural models to physical implementation for testing purposes, and in
advising on solutions for problems discovered through testing.
• Resolving user experience issues.
• Resolving vendor / contract management issues
• Setting challenging but consistently achievable standards for user experience.

Accountability - Programs :

This position is accountable for the user experience design of the RUS Modernization system solution including:
establishing the framework, processes and metrics needed to formulate usability goals; developing and implementing
techniques for usability evaluations; implementing user experience management best practices to the RUS Modernization project and; ensuring that all aspects of usability are implemented in the RUS Modernization system solution.


Accountability – Personnel :

Responsible for providing team guidance, leadership and direction. Coordinates the work of, and provides usability subject matter expertise to staff, consultants and other resources assigned on a project basis. Also responsible for the selection and provision of technical advice and adherence to quality standards of consulting staff retained for the RUS Modernization project.

Accountability - Finance and Materials :

This position is not directly accountable for budget/financial management but it is accountable to ensure that all project resources and assets assigned are used within allowable government policies and directives.

Accountability - Impact of Errors :

Poor judgment in recommending/approving user experience design and proposed solutions to the RUS Modernization Project will result in the implementation of ineffective and costly solutions that will not meet client/business needs, disruption to service delivery of critical program and business operations that could cause costly long-term implications internally and/or across other ministries and external partners.


Contact - Internal :

Daily contact with RUS Modernization project staff and clients to gather requirements and seek out solutions.
Frequent contact with other ministries(i.e. Ministry of Government Services, Information Technology Services, Service
Ontario) to assist in the alignment of IT plans across the government and to share expertise and experiences. Infrequent contact with senior Ministry management to present IT options and to educate them as to the potential to harness information technology to meet urgent project priorities.

Contact - External :

Daily contact with vendors to gather requirements and seek out solutions.
