Purpose of Position :

To act as lead Enterprise Architect providing direction and enterprise architecture expertise in analyzing and determining how the I&IT Organization can achieve its future objectives across the OPS, improve decision-making, adapt to changing client demands and I&IT trends, and promote the goals of standardization and shared common methods. To build the capacity to create policies, standards, and an enterprise architecture road map, business management strategy, process and framework to enable enterprise-wide alignment of OPS I&IT business capabilities, information systems, future information technologies, modernization and advancements to improve enterprise wide efficiency, cost savings and effectiveness.

Duties / Responsibilities :

Within a branch of the Innovation, Controllership and Strategy Division responsible for developing enterprise-wide strategies, policies and standards; and providing architecture planning, quality assurance, technology planning and implementation, the position:


1. Provides specialized enterprise architecture leadership in building a business management strategy to reflect corporate level enterprise architecture vision. Defines and analyzes the current business architecture, information systems, technologies, standards, opportunities and solutions, and develops and establishes a corporate enterprise architecture framework, technology road map and strategic action plan that includes enterprise-wide policy alignment and standardized enterprise architecture principles to guide the I&IT Organization from its current state through to new values, actions and results.


2. Leads the implementation of enterprise architecture vision and strategy across the OPS by ensuring that all architecture links back to an established roadmap of the I&IT Organization. Presents and promotes enterprise architecture as a blueprint for the I&IT Organization with the intent of improved I&IT Organization effectiveness and efficiency. Provides strategic I&IT business consulting advice to senior management, and leads business analysis to support alignment with long-range corporate enterprise architecture strategies.


3. Leads consultations with cluster and corporate I&IT areas to identify and analyze current processes from a cluster/corporate perspective, and to identify future directions in computing resources, technologies, operating systems, I&IT delivery, etc. Identifies similarities of business technology needs to support shared I&IT solutions, and in achieving the I&IT Organization's primary enterprise architecture goals in terms of business mission and drivers. Identifies and assesses the weaknesses and strengths of individual client I&IT businesses, and gains consensus on the need for standardization, linkages, information sharing, integration, coordination and collaboration across the OPS.


4. Collaborates with domain architects and contributes to strategic and operational plans through the identification and prioritization of activities, projects and options. Provides specialized expertise to division colleagues, cluster architects, I&IT corporate entities, OPS program managers, external IT service, providers to ensure the identification, analysis and evaluation of issues, environments and requirements, anticipated trends and current technology.


5. Develops, recommends and implements enterprise-wide policies and standards as key elements in an enterprise architecture governance strategy. Develops and recommends enterprise architecture principles to achieve and reflect a level of consensus across the enterprise, and to support enterprise architecture processes, affecting the development, maintenance and use of enterprise architecture, and to define general rules and guidelines across the enterprise.


6. Defines and develops enterprise architecture governance structures by highlighting the business benefits of adherence to the principle governing business operations. Describes situations, exceptions or exemptions where one principle might be given precedence or carry more weight than another for making a decision, and identifies impact to the business. Ensures ongoing improvements to the enterprise architecture vision and road map and currency of technology roadmaps, related I&IT standards and quality management of enterprise architecture principles. .


7. Leads the preparation of business cases, planning documents and other submissions. Prepares materials and reports for review by the Architecture Review Board. Provides project management advice to project managers and directs external service providers as required.

Knowledge :

Knowledge of the theory, principles, practices and application of enterprise architecture involving large-scale business, information, application, security and technology, to act as the resident Enterprise Architect to the I&IT Organization. Knowledge of corporate I&IT strategic values, mission and objectives; and individual cluster business directions, applications, requirements, activities, processes, priorities and information needs, to lead enterprise architecture consultations with individual clusters and corporate I&IT entities; to link and align I&IT business strategies; and to propose solutions 'to meet unique business requirements. Broad systems discipline (technology) knowledge, as well as strategic planning, enterprise architecture trends and direction, system/technology integration, domain specific awareness and modeling frameworks, within multi-stakeholder and multi-technology environments. Concepts of architecture and current trends, and knowledge of emerging technologies in support of expertise-wide strategic directions and priorities, and in order to provide expertise to meet evolving, complex and/or diverse needs. Relevant legislation, directives, policies and standards governing I&IT, including privacy, security and accessibility, to ensure all recommendations and plans are in compliance with requirements. Strategic transformation and business planning skills to build an enterprise architecture. road map, business management strategy, process and framework to enable enterprise-wide alignment of OPS I&IT business efficiencies. Client relations skills to determine I&IT technology requirements, promote innovative technology solutions, provide advice on new technology directions and issues, foster cooperation among clusters/corporate I&IT entities and technical staff, and build ongoing business relationships. Consultation skills to advise senior management on enterprise architecture strategic planning, issues, services and program options. Listening, questioning and probing skills to establish information exchange, and visionary skills to see beyond current boundaries. Research and analytical skills to incorporate previous learned business outcomes into decision-making. Written communication skills to prepare authoritative recommendations, proposals and reports. Strategic planning management and policy development skills to develop and recommend enterprise architecture policies and standards. I&IT project management skills to lead and coordinate multiple projects. Leadership skills to persuade others to adopt a course of action and impact change, and to direct project team members and external service providers.

Judgement :

Work is performed with independence and self-direction under the guidance of the Manager, and within the strategic framework of I&IT Organization and cluster values, mission, principles, objectives and corporate enterprise architecture direction; and within relevant legislation, guidelines, policies and procedures. Decisions are frequently made in the absence of precedent relating to specific or unique I&IT Organization requirements, exemptions or exceptions to the rule. The position facilitates enterprise-wide business process reengineering; identifies I&IT business similarities, commonalities and opportunities for greater efficiencies; and leads the analysis of both current and anticipated future I&IT needs. Judgement is required to link long-range visions and concepts to immediate requirements; and to make recommendations regarding value and usefulness from both the cluster and corporate perspective. Judgement is exercised to apply specialized enterprise architecture expertise to project teams, senior management and I&IT clusters/corporate I&IT entities; lead the development of enterprise architecture policies, guidelines and planning strategy; advise IT specialists and senior management on enterprise architecture methodologies to promote standardization, integration, alignment and common methods enterprise-wide; and to reassess and modify enterprise architecture planning strategies to accommodate changing I&IT needs. Decision-making involves maintaining ongoing discussion of business needs and options with the clusters; advising on the impact of enterprise architecture changes/actions/solutions to business operations; representing corporate I&IT on committees; preparing briefing notes, background papers and critiques related to enterprise architecture; and preparing reports for delivery to the Architecture Review Board. Decision making also requires the ability to intervene, guide and coordinate large-scale .corporate mandate' enterprise architecture changes, and to identify implications. Challenges exist in terms of the complexity, size, scope and interdependencies of program delivery. Judgement is required to explain the implications of enterprise architecture planning strategy to project managers, and to recognize that the I&IT Organization is in a state of constant change, presenting a challenge to the position to support current and future business strategy.

Accountability - Programs :

Scope of program accountability is enterprise-wide and potentially long term, with direct impact on the clusters, ministries, service providers and partners. The position acts as the lead Enterprise Architect to build OPS capacity to create policies, standards, and an enterprise architecture road map, business management strategy, process and framework to enable enterprise-wide alignment of OPS I&IT business capabilities, information systems, technologies and advancements to improve enterprise-wide efficiency, cost savings and effectiveness.

Accountability – Personnel :

The position leads project teams of branch/division/I&IT Organization staff as required. The position provides enterprise
architecture advice to project managers, internal project staff, external consultants and committees.

Accountability - Finance and Materials :

The position makes recommendations that may have considerable financial or resource implications. Decisions
and recommendations made by the position may significantly impact on the budgets of large complex projects, and impact on the success/failure of program delivery representing millions of dollars. Decisions and recommendations made by the position may have a significant impact on future cost savings for the province.

Accountability - Impact of Errors :

Errors in judgement could have negative impact on the delivery of OPS business processes and services, and/or
result in the delivery of substandard customer service to the public. Enterprise architecture planning strategies developed and recommended by the position support the I&IT Organization in enabling current and future business strategy across the OPS. Decisions made from an enterprise-wide perspective could have greater long-term impact and/or value than decisions made from a particular cluster perspective.

Contact - Internal :

Frequent contact with ministry, I&IT Organization and senior management and technology specialists to discuss issues, share common goals, identify concerns, provide business consulting advice, and lead I&IT strategic planning processes. Frequent contact with all architecture domains to coordinate enterprise architecture management. Maintains regular contact with project managers/project staff to provide consultation, and to provide advice on project objectives and enterprise architecture and I&IT standards. Regular contact with division colleagues to discuss/seek input on I&IT business strategy, government direction and policy development. Maintains contact with central agency staff to seek clarification on corporate mandate, agreements and standards. Occasional contact with Internal Audit to contribute to reviews. Prepares materials and presentations for the Architecture Review Board. Delivers presentations and actively contributes to committees.

Contact - External :

Maintains regular contact with I&IT industry representatives and colleagues to stay current with enterprise architecture trends, industry developments, solutions and innovative technology directions. Maintains contact with suppliers and external service providers to exchange information, and discuss strategic planning options.
