Purpose :

To provide technical, financial, and administrative advice and expertise in the delivery and administration of minor capitol, facility management, and municipal programs within a geographic area, and to coordinate and recommend funding allocations.
To administer and oversee the Regional Emergency Plan and provide support and assistance to the Regional Action Group and Emergency Operations centre during an emergency.

Key Responsibilities :

1. Advice/Technical Expertise
- Investigates, analyzes, develops and provides advice and recommendations on Corridor Investment Plans used in Program, Ferry Program and First the development of investment strategies as part of the Asset Management Framework.
- Provides technical advice and assistance and makes recommendations pertaining to municipal programs (policies Deleted: To provide technical, and procedures) to regional managers, head office and municipalities.
- Undertakes comprehensive technical reviews, prepares reports and recommends efficient and cost-effective administration of facility management alternatives to complex municipal program issues (i.e. highway construction projects on connecting links) by liaising with head office, regional offices and external stakeholders.
- Represents the Region on various committees, work programs, task forces, new Municipal Programs and other provide support and assistance to the initiatives (e.g. Area Maintenance Contract evaluations, Area Term Contract benchmarking and data gathering activities) to develop and review new products, processes, procedures and policies.
2. Budget/Business Planning
- Develops, prepares, co-ordinates, and monitors prioritized programs and associated budgets and forecasts expenditures for regional multi million dollar minor capital and municipal operations programs to ensure efficient and cost effective methods lead to value for money and meet annual budgets.
- Administers monitors and forecasts in-year expenditures; provides input to update the financial system, and updates estimates to account for in-year changes utilizing the Capital Improvement Delivery Program.
- Analyzes current infrastructure conditions and perform cost/benefit analysis of various options to facilitate long-term infrastructure stability.
- Develops prepares and annually updates the Regional Critical Infrastructure Identification Plans, Business Formatted: English (Canada) Continuity Plans, Information and Risk Assessment Report and the International Border Crossing documents to ensure compliance.
3. Liaison, Coordination and Issues Management
- Co-ordinates and prioritizes the development of capital and non-capital programs through direct liaison with regional staff, head office staff and external stakeholders; consults, advises, negotiates and resolves issues.
- Represents the region in issues management with the Ontario Realty Corporation (ORC)/Profac and Facility Branch on matters pertaining to building sites and Patrol Yards under the ORC's jurisdiction, including co-ordinating English (Canada) office consolidations, and building maintenance, environmental clean-up and decommissioning projects in the region.
- Administers and oversees the Regional Emergency Plan, maintains municipal contact with respect to Nuclear Facilities and maintains municipal and police services with respect to ongoing Emergency Management Planning; makes recommendations and provides input regarding issues.
- Develops, prepares and co-ordinates correspondence for internal and external distribution including letters, reports, Minister's briefing notes and legal agreements for review by regional management and distribution to recommendations on Corridor communications branch for the minister's office.

Knowledge / Skill :

Knowledge of and skills in:
- Government/ministry budget and accounting procedures, practices and information systems to prepare branch procedures) to regional managers, budget estimates, identify expenditure problems, monitor in-year expenditures, reconcile expenditure reports, provide financial systems input and prepare regular budget reports.
- Project/program management to coordinate municipal highway work projects (i.e. connecting link program), capital and non-capital transportation programs, including studies, data collection and analyses.
- Financial management to control and manage the budget for internal and external programs based on delivery connecting links) by liaising with head needs and available funds.
- Civil engineering theories, principles and practices with emphasis on highway engineering, highway design and <#>Represents the Region on various highway construction; geo-technical and structural design; and traffic engineering in order to analyze, develop and recommend highway engineering designs and proposals for municipal highway work projects (i.e. connecting link program), capital and non capital regional transportation programs, including, ferry and first nation programs.
- Cost/benefit procedures and various treatment options to analyze current infrastructure condition and facilitate long- term infrastructure sustainability.
- Applying functionally related legislation (i.e. Public Transportation and Highway Improvement Act, Highway Traffic <#>Budget/Business Planning ¶ Act, Local Roads Board Act, Statute Labour Act, Municipal Act, Planning Act), Geometric Design Standards, highway design, corridor control ministry policies, standards and priorities and government policy direction to ensure ministry objectives are considered in the development of policy submissions and to provide expenditures for regional multi million information/advice.
- Operating a personal computer and work related software applications (e.g. Capital Improvement Delivery System.) to monitor, analyze and prepare reports, budgets, estimates and to send/receive email.
- Communications to conduct meetings, prepare technical reports, recommendations, correspondence and other materials.
Valid Ontario Class “G” Driver's License.

- Negotiation skills to lead consultations with internal and external stakeholders who may have opposing needs and views with regards to ministry policies and financial pressures.
- Presentation skills to provide rationale on complex needs and positions to regional and head office staff, other government bodies, municipal councils and stakeholder groups.

Decision Making / Responsibility :

Responsible for:
- Making recommendations and providing input on policy and legislative changes that impacts the delivery of <#>Assess operational, technical and regional facility management and municipal transportation programs.
- Ensuring the coordination and control of municipal programs, including the proper distribution of budgets.
- Reviewing of data that supports financial requirements for programs for inclusion in following years' budgetary relevance of information, and identify estimates.
- Establishing budget requirements, allocations of resources to achieve program objectives, and providing appropriate response.¶ advice/technical expertise to regional staff.
- Review and provide recommendations on existing internal programs, municipal policies and procurement develop options and make practices to determine relevance and need for change.
Has latitude to recommend project payments, distribution of available funds, in-year program adjustments, monitors budgets and expenditures up to an authorized limit beyond which Manager's or Head Office approval is required for the Formatted: English (Canada) administration of regional maintenance and municipal budgets.
Works under the supervision of the Manager of Operational Services and in accordance with government mandate, legislation, regulatory guidelines, policies, professional practices and precedents, legal agreements, auditing and accounting principles, audit policies, standards, procedures and practices, and recognized engineering methodologies and standards.

Contacts / Stakeholder :

- Internal offices, other Ministries, local regional municipalities, First Nations and external agencies to consult, Deleted: Making recommendations negotiate and resolve issues arising from ministry capital and non-capital regional transportation programs and highway construction projects; discuss and negotiate work order items, costs, additional work, changes to work orders, provide advice/ options on how to complete work, and demands of contracts and obtain municipal council resolutions.
- Professional Engineering Consultants to provide advice, analysis and input on engineering related matters on Work Projects in the connecting link program and First Nations program.
- External stakeholders to provide information and address stakeholder needs (i.e. Road Superintendents, ORBA).
- Emergency Management Stakeholders (e.g. Federal, Provincial, Municipal, Police Services) to share information, Formatted: Bullets and Numbering make recommendations and resolve issues arising from Emergency Management Planning.
- Elected Officials to provide information to and correspond with local MPP's / MP's arising from related matters on Formatted: Bullets and Numbering Work Projects in the connecting link program, First Nation program. (e.g. safety concerns, public concerns, funding concerns).

Guidance / Supervision :

- Provides project leadership and technical/professional expertise concerning data/information to Ministry Managers (e.g. Manger of Operational Services, Head, Program Planning), internal offices (e.g. Program Management Branch) and ministry committees/working groups to ensure consistent and timely delivery on ministry initiatives and regional maintenance and municipal programs and facilitate the decision making process.
- Provides guidance and advice to the Regional Action Group by administering and overseeing the Regional Emergency Plan. Provides support and assistance in the absence of the Manager of Operational Services to ensure the ongoing operational ability of the Regional Action Group and Emergency Operations Center.
- Provides technical/professional expertise and guidance to the Ontario Realty Corporation/Profac to ensure consistent and timely resolution to building maintenance, environmental clean-up and decommissioning projects in the region.

Demands / Pressures :

Work Demands :

Frequently deals with modifications to deadlines on short notice, unexpected work demands (e.g. rush requests for financial information, prompt circulation of briefing notes) and has limited control over the pace of work.

Mental / Sensory :

Frequent requirement to concentrate when analyzing complex financial data, engineering/construction plans when listening at stakeholder conferences and meetings, providing advice and technical leadership within the ministry and external stakeholders, and when monitoring internal/external capital operating programs.

Conditions / Environment :

- Occasionally requires walking in un-even terrain to reach work sites.
- Sitting for extended periods when in office or driving to work sites.
- Occasional exposure to work outdoors, exposed to prevailing weather conditions, insects, noise, traffic, heavy equipment, water hazards at creeks, rivers and bridges when conducting site investigations and inspections.
