Purpose :

To coordinate and provide project leadership for the planning, design, development, delivery and evaluation of the Commission public education mandate and increase public knowledge and understanding of human rights principles, the Ontario Human Rights Code, Commission policies and procedures and related compliance requirements.

Key Responsibilities :

1. Education/Change management
- Participates/leads in the needs identification and development of education programs and projects that support education/training initiatives and objectives of the OHRC – contributing to the formulation of the education component of projects and provides input into project concept papers, proposals and budgets.
- Participates/leads in the needs identification and development of organizational and sectoral behavioural and attitude change programs and projects that support initiatives and objectives of the OHRC across the province, researching change components.
- Compiles and synthesizes training needs information; researches, identifies and evaluates various training options to meet the OHRC technical knowledge and skills training requirements; and conducts academic literature research.
- Participates and/or provides leadership in inter-ministerial and intergovernmental task forces and committees for technical training and OHRC program initiatives that may affect training needs.
2. Program Design, Development and Evaluation
- Leads/conducts projects for the design and development educational program curriculum, including participatory curriculum and electronic learning curriculum development for specific human rights education projects, programs and activities.
- Leads the development and validation of education objectives and program outlines for specific projects ensuring consultation with project team members, management and where appropriate targeted group/stakeholders.
- Develops and designs the evaluation strategies for specific program/project activities and educational tools/materials in consultation with project team/management staff.
- Develops and/or provides input to the development of learning measurement and training evaluation methods and tools by assessing learning results, evaluating instructional effectiveness and impact to ensure high quality and effective learning outcomes.
- Reviews and modifies training programs with stakeholders to ensure consistency and accuracy of subject matter.
- Leads teams to develop electronic learning modules for the Commission's website and other Commission electronic educational activities such as blogs, wikis and social networking utilities.
3. Stakeholder Relations
- Participates in the development of and manages stakeholder relationships with a critical network of contacts, working proactively to develop position and effective working relationships in the development of proposed educational materials/products and services and organizational change initiatives targeting the specific needs of stakeholders and keeping with OHRC objectives/mandate.
- Responds to public and internal inquiries about human rights, advising of program, information and educational tools available.
- Liaises with other Human Rights Commissions through the Standing committee on Human Rights Training working on a project-to-project basis.

Knowledge / Skill :

Knowledge of and skills in:
- Ontario Human Rights mandate, legislative framework, policies, programs and business goals as they impact on the dynamics and effects of discriminatory attitudes, to conduct education/training needs analysis and develop training program curriculum
- OHRC mandate, strategic direction and program objectives to develop relevant public education programs and tools and provide relevant education and change expertise.
- Adult education principles/practices such as learning needs assessment, program design and development strategies/methods, to lead the planning, development, OHRC educational / training initiatives.
- Design and development of participatory-based and web-based curricula to produce a diverse range and variety of training materials and educational activities to support OHRC education/training initiatives.
- Organizational behavioural and attitudinal change theory and practice to develop and implement targeted human rights changed initiatives.
- Business needs and roles of ministry clients in order to customize training ensure suitability of technical training programs, and support established learning objectives.
- Planning and project management methodologies to conduct training program design and development projects.
- Computer applications to optimize content research sourcing and design, and manage diverse public education programs for a very wide variety of users (e.g. web sites, blogs, wikis etc).
- Oral and written communications, to communicate sensitively, prepare /produce a range of training/educational materials and tools for very diverse audiences.

Interpersonal / Influencing Skill :

-Consultation and persuasion skills to develop and manage highly diverse stakeholder relationships, working with program and project team members to elicit support for OHRC programs/training initiatives.
- Advisory skills to explain training program policies, procedures and standards to stakeholders OHRC management and instructors, and to ensure compliance.
- Presentation, coaching and facilitation skills to deliver training programs/courses.

Analyzing / Problem Solving Skill :

Analytical and problem-solving skills to:
- Identify and assess public education and organizational change needs/trends to make viable, credible recommendations to OHRC program initiatives/training.
- Evaluate programs/services, determine educational needs and objectives, and identify training options.
- Design/develop educational programs to ensure content is consistent with OHRC strategic objectives.

Decision Making / Responsibility :

Responsible for:
- The development and achievement of public education objectives by ensuring that they public education curriculum, education tools and related communicates promote the mandate of the OHRC.
- The development of a wide variety of targeted and general educational and organizational behavioural and attitudinal change program objectives to introduce and reinforce human rights principles and practices endorsed by the OHRC.
- Conducting research and assessing public education and organizational change project/program initiatives or issues to drive the development of specific education program curricula based on emerging human rights issues / trends.
-Has latitude to develop and recommend changes public education objectives, organizational behavioural and attitudinal change programs to reinforce human rights principles and practices.
Decisions and recommendations are guided by the framework of established policies, relevant legislation, and education principles.

Contacts / Stakeholder :

- OHRC senior management staff to provide expertise, exchange ideas and information on education and change initiatives, tools, materials and methodologies and to discuss public education and related change needs.
- Communication / Issues Management staff to ensure OHRC public education materials are current and correct.
- OHRC management to provide information and recommendations in support of decision-making in their areas.
- Stakeholders to gather and exchange information on proposed educational materials/products/tools and services.
- Representatives of key agencies/organizations /related to the OHRC mandate to consult on program requirements/standards for specific knowledge/skill expertise areas.

Guidance / Supervision :

Provides public education and change expertise to OHRC management and staff.
Provides functional expertises, leadership to project teams.

Frequently experiences changing priorities, unexpected work demands and tight time pressures with changes and conflicting work demands.

Mental / Sensory :

Frequent requirement to concentrate when analyzing issues and data, and drafting education curricula, and policy related materials.
- Frequent requirement to read without interruption when developing/review curricula and other documents.

Conditions / Environment :

Work is performed in a typical office environment.
