Purpose of Position :

To perform general maintenance, repair, installation and construction services to the Monteith Correctional Complex. Providing lock maintenance/installation

Duties / Responsibilities :

The incumbent performs general maintenance, repair, installation and construction services as follows:

1. Conducts preventative maintenance program by:
• - Inspecting institution's equipment (eg: water pumps, compressors, heating units, fire fighting equipment, water softeners/filtering equipment, etc.) for worn parts/leaks/malfunctions, checking pressure gauges/thermostats to ensure proper readings, etc.;
• - Performing necessary adjustments, servicing (eg: regulating controls, cleaning, greasing, oiling, etc.) and repairs to correct malfunctions;
• - Discussing complex/major repair requirements with supervisor;
• - Logging all inspections, findings, repairs, and materials used.

2. Provides general maintenance, installation, construction services by:
• - Performing plumbing/sanitary repairs and installations such as replacing defective valves in steam kettles, replacing/cleaning toilets, sinks, waterlines, drains, hooking up water and sewage lines, installing new pipes/equipment (eg: washing machines), etc;
• - Performing minor electric repairs and installations such as replacing bulbs, fuses, brushes in motors, motor bearings, related wiring, repairing and installing new/old equipment (eg: dryers), etc;
• - Fabricating equipment parts for institution usage;
• - Estimating quantities of material required from drawings and preparing necessary requisitions with supervisor's approval;
• - Providing lock maintenance/installation;
3. Performs other duties such as:
• - Training and instructing staff and inmate helpers and ensuring their safety, welfare and custody by taking periodic counts, searches, reminding inmates of rules and regulations, warnings and minor misconducts and laying major charges with appropriate reports;
• - Replacing Maintenance Supervisor during routine absences;
• - Additional duties as assigned.

• Note: Salary Note K-1 applicable (Custodial Responsibility Allowance)

Staffing and Licencing :

Qualified in one or more of the skilled trades and First Aid and Heartsaver certified.

Journeyman's certification as a plumber and possession of a Gas Fitter's certificate #1 or #2.

Successful completion of locksmithing course or ability to obtain.

Knowledge :

The position requires knowledge of:

- Techniques and possession of appropriate licence of at least one recognized trade (Journeyman's certificate as a plumber) issued by Government of Ontario, and working knowledge of other skilled (e.g. carpentry, welding, bricklaying) and semi-skilled trades in order to perform major and minor repairs, renovations and construction projects;
- Relevant legislation, municipal by-laws and codes, provincial building codes, in order to ensure the safety and integrity of installations, and to prevent injuries to staff or inmate helpers, and to aid in determining work methods;
- Blueprints, schematics and specification diagrams/drawings and Ministry and government requirements for correctional facility security, lockout/tagout procedures, confined space entry, and elevated work to assist in performing work and ensuring safety of workers and inmate helpers;
- Operation/maintenance of heating, ventilation, air conditioning/fire systems, and associated instrumentation/control systems;
- Computers and computer systems related to monitoring automated systems for mechanical and electrical equipment, electronic locking systems, building environmental controls and fence security monitors (CCTV); and to access information on warranties and service agreements, to prepare reports, and respond to internal mail.

Skills :

The position requires:

- Demonstrated ability to operate/maintain heating, ventilation, air conditioning, fire systems, and instrumentation/control systems;
- Analytical skills to provide input to offender disciplinary/performance reports and when recognizing workplace hazards, and security breaches so that corrective action can be prompt;
- Demonstrated ability to perform a wide variety of maintenance tasks; such as, painting, plumbing, carpentry, welding, lock repair and maintenance/installation, etc.;
- Ability to use and to instruct in the use and safety of various power equipment and hand tools needed for repairs, renovation and construction on the site;
- Computer skills to request and review information on all automated systems assigned by supervisor, and to perform quality assurance checks;
- Ability to organize and complete work from blueprints, drawings or specifications;
- Oral communication skills to discuss work projects with other trades personnel, liaise with correctional staff, to train and instruct staff and helpers, to ensure work is completed on time;
- Written communication skills to complete reports on projects assigned, to complete performance and incident reports for supervisor and maintain logs.

Freedom of Action :

The position requires the incumbent to:

- Work in accordance with government codes, regulations and guidelines; established practices and procedures within trades;
- Work within facility security and health and safety guidelines, policies, procedures and directives to ensure no security breaches or injury to workers, staff and helpers;
- Decide on work sequences in completing installations and repairs to ensure maximum efficiency in the use of skilled trades and helpers, and equipment and materials;
- Recommend methods and changes to procedures for carrying out new installations and repairs.
