The Ontario Ministry of Health and Long-Term Care is seeking a dynamic change manager to lead the establishment of a new surveillance policy and programs unit in its Disease Prevention Policy and Programs Branch.

Are you committed to improving population health outcomes and providing quality public health services through better coordination across Ontario's health system?

If so, consider this exciting opportunity with the Population and Public Health Division, where you will provide leadership and expertise in public health surveillance policy and program development, implementation, evaluation, and issues management.

What can I expect to do in this role?

In this management role, you will:

• Provide leadership and direction for the planning, design, implementation, performance management, and evaluation of population and public health disease prevention surveillance policies, programs and services.

• Build and sustain a high performance team focussed on excellence and achievement of the public health goals and objectives of the ministry's Patients First: Action Plan for Health Care.

• Collaborate with external organizations and scientific bodies to facilitate the setting of a research agenda in support of public health surveillance policy and program goals and objectives; and,

• Manage the provision of population and public health expertise, advisory services and education to senior executives, internal and external partners and key stakeholders

• Facilitate linkages and the interpretation of population health assessment and surveillance data to support provincial population and public health related programs and services.

• Ensure linkages and integration of projects with other related population and public health initiatives.

How do I qualify?

Leadership and Change Management:

You have:
• Demonstrated expertise in building and maintaining integrated policy and program teams of highly motivated staff and demonstrated commitment to fostering and promoting collaboration and team work.
• A results orientation to ensure projects are of high quality, delivered on time, and achieve successful outcomes.

Knowledge and Skills:

You have:
• An understanding of the strategic issues facing the public health sector in the current context of current and proposed governmental policies and programs.
• Knowledge of government policy approval processes to manage multi-faceted projects with both policy, financial, as well as legislative and/or regulatory components.
• Demonstrated experience with policy program development and implementation including analyses of new and evolving national and international best practices for their application to Ontario as well as reviewing evidence based scientific data to inform policies and program development, implementation, and evaluation.
• Demonstrated expertise in the use of surveillance data and knowledge translation to inform public health policy decision-making and business solutions and in the interpretation of public health surveillance.
• Proven problem solving and solid analytical skills.
• Strong multi-tasking and prioritization skills with the ability to adapt to change.

Stakeholder Engagement, Relationship and Partnership Building:

You have:
• Successfully worked collaboratively to build linkages and networks across branches, Divisions and with other ministries, other levels of government and external partners and stakeholders including experience at federal / provincial / territorial tables.
• Demonstrated success in collaborating with external organizations and scientific bodies to facilitate the setting of research agenda in support of public health surveillance policy and program goals and objectives.
• Proven consultation, communication and negotiation skills which provide the opportunity for meaningful dialogue and the provision of informed advice in support of changing situations and environments in the context of government priorities.
