The Corrections Conflict Management Office (CCMO) is part of the Ministry of the Solicitor General's commitment to creating and sustaining a respectful, diverse, fair workplace that is free of discrimination and harassment.
CCMO provides support for staff and managers responding to workplace conflict and incivility through a range of services, including the investigation of workplace discrimination and harassment under the Respective Workplace Policy.
Reporting to the Manager of CCMO, the Senior Internal Investigator is responsible for investigating a broad range of complaints involving allegations of harassment and discrimination and incivility. The Senior Internal Investigator will handle a caseload of individual complaints. The Senior Internal Investigator will establish investigative plans, gather evidence, conduct interviews, analyze evidence and prepare thorough and objective reports.

Working Conditions:• Generally works in an office or home office environment with the .ability to conduct interviews virtually if required.
• May be required to travel to conduct interviews, gather evidence and conduct inspections, attend meetings or events, training or conferences. Some occurrences of over-night travel will be required.
• Work involves exposure to emotionally charged situations and interactions where individuals may be confused, depressed, upset or irate.
What can I expect to do in this role?
In this role you will:
• Investigate whether allegations of inappropriate behavior did or did not occur and whether the Respectful Workplace Policy was or was not violated.
• Develop investigation plans to gather, review and analyzes all evidence, including identification and analysis of any legal or policy issues.
• Gather evidence from all parties and conclude, on a balance of probabilities, whether or not the evidence supports the finding that the allegation(s) of inappropriate behaviour did or did not occur.
• Prepare a variety of confidential communications on highly complex and sensitive cases.
• Write detailed, high-quality reports and correspondence - in plain language when possible - setting out the facts of a case cogently, objectively and accurately, followed by a well-reasoned analysis and unbiased assessment of the evidence to support findings.
How do I qualify?
Technical Knowledge and Experience:
• Proven experience in investigations and/or administrative oversight.
• Demonstrated knowledge of theories, principles and methods of investigation.
• Demonstrated experience in developing and executing investigation plans.
• Demonstrated knowledge of administrative fairness relating to investigations, case law and its applications, knowledge about administrative law in general and with the rules of natural justice, due process, procedural and substantive fairness
• Comprehensive understanding of systemic barriers related to the workplace
• Comprehensive understanding and knowledge of anti-Indigenous racism, anti-Black racism and the impacts of systemic racism and all forms of discrimination and harassment, with lived experience valued as knowledge based.
Human Rights Knowledge
• Experience interpreting and applying legislation related to human rights, such as the Ontario Human Rights Code, the Respectful Workplace Policy, the Ontarians with Disabilities Act, the Crown Employees Collective Bargaining Act, the Ontario Labor Relations Act, the Occupation Health and Safety Act and policies and procedures related to human rights.
• Knowledge of human rights and Equity, Diversity and Inclusion (EDI) theory and practice including awareness of racism, sexism, ableism and other forms of discrimination, unconscious bias and intersectional and systemic discrimination, or lived experience in identifying and addressing anti-Black racism and anti-Indigenous racism and all other forms of discrimination and harassment.
Communication and Interpersonal Skills:
• Demonstrated communication and interpersonal skills to handle sensitive and confidential issues, defuse emotionally charged situations and deal with challenging clients, and present reports and findings.
• Excellent written and communication skills to prepare investigation reports, briefing notes, and presentations.
• Ability to work collaboratively and maintain an effective and professional working relationship.
• Cultural competency working with diverse and racialized individuals
Analytical and Problem Solving Skills:
• Strong analytic skills to conduct research and assess evidentiary relevance.
• Demonstrated experience in analyzing and identifying issues without injecting opinion or acting as an advocate.
• Demonstrated ability to effectively problem solve and facilitate resolutions.
• Demonstrated ability to identify risks and take appropriate steps to mitigate risks.
• Capable of multi-tasking and balancing the need to investigate quickly without compromising quality and objectivity
Judgement and Political Acuity:
• Ability to exercise sound judgment/integrity, remain independent and impartial.
• Ability to demonstrate political acuity to recognize and take into account sensitive political situations.
