The Ontario Clean Water Agency is an agency of the Province of Ontario, reporting to the Ministry of the Environment. As the largest provider of water and wastewater services in Canada, we manage over 600 facilities from small well systems and lagoons to large water and wastewater treatment plants. If you are an experienced, motivated and team-oriented individual, consider this exciting opportunity to join OCWA to provide leadership for architecture and technology analysis, design, hands-on development and technical support for delivery of web-based applications using SharePoint Technologies understanding the architectural options and technology choices in support of the Agency's business goals.

What can I expect to do in this role?

In this role, you will:
• provide leadership of analysis, development and deployment of services by working closely with the Project Sponsor/Lead, internal clients, outside consultants and business analysts
• maintain existing and new applications by providing programming service, ongoing maintenance and support
• determine and/or recommend direction for new applications designed and developed internally to ensure company-wide standards are met as well as ensuring appropriate integration with legacy systems is facilitated
• lead projects and meet with project sponsors and key stakeholders (e.g. project committees and teams) to define project goals and system requirements and oversee and create system requirements and system design documentation
• lead system design sessions involving key stakeholders to coordinate activities required for the planning, design, development and deployment of all modified and new applications
• develop project plans and act as lead to all project activities
• consult and interact with stakeholders including internal staff of various management levels, as well as outside consultants
• work with business analysts to detail and formally document business requirements for new software/functionality
• negotiate with outside consultants to define and agree on deliverables and milestones controlling scope
• coordinate and conduct in-depth tests for all modified and new applications, along with other post-implementation support activities
• provide orientation and training as required to end users of varying technical abilities for all modified and new functionality/applications
• develop RFPs for appropriate applications
• review and analyze the effectiveness and efficiency of existing systems and develop strategies for improving or further leveraging these systems
• ensure compatibility and interoperability of existing applications
• maintain current level of knowledge and awareness of hardware and software developments and equipment capabilities and liaise with colleagues in the IT community to maintain awareness of trends and technology
• perform other duties when required, as assigned by the Manager

How do I qualify?

Mandatory

This job requires:
• an in-depth understanding of the capabilities of Microsoft Office SharePoint Server 2007/2010
• a thorough understanding of the software development lifecycle in order to successfully create, maintain and support existing and new applications/functionality
• must have direct hands-on experience with architectural design, web parts development, management and troubleshooting with a focus on planning, developing, deploying and supporting an enterprise SharePoint implementation
• in-depth experience with Collaboration, Portals, Enterprise Search, Enterprise Content Management, Business Process Management (workflows to automate complex business rules and processes) and Forms, document management methodologies and/or Business Intelligence
• experience configuring and working with Microsoft Internet Information Server (IIS) and SQL Server is required
• knowledge of the design, development and implementation of software and hardware solutions, systems or products
• demonstrated project management skills
• knowledge of computer technologies including operating systems, application software and networks
• knowledge of internet technology to identify and assess information technology options for the agency and evaluate software/hardware
• experience developing systems specifications, designing testing processes, implementing systems and reviewing and preparing technical documentation
• knowledge of the Agency's business/process requirements to analyze systems needs and evaluate impact of various options on existing service delivery
• experience and working knowledge of relational databases (MS SQL Server 2005/2008) and related tools
• working knowledge of Visual Basic, XML and MS .Net framework, LAN/WAN networking, relational databases (MS SQL Server) and data warehousing concepts, workflow and Business Process Management concepts and tools, Business Intelligence concepts and tools, core software applications including Microsoft Active Directory, Microsoft Office, Microsoft Project and MS Visio

• experience working in a team-oriented, collaborative environment
• good leadership and interpersonal skills to clarify and discuss database design and access methods, systems development options with clients, illustrate advantages and disadvantages of various options and facilitate decisions that help to advance overall Agency information technology strategies and plans
