The Labour and Transportation I&IT Cluster, Road User Safety, IT Modernization Branch seeks a results oriented IT professional to provide technical expertise to lead and manage the program analysis and systems development for the Road User Safety modernization initiative.

What can I expect to do in this role?

You will:
• lead and manage systems analysis, design, coding, unit and integration testing and technical documentation services for multiple concurrent major development and enhancement projects
• provide regular updates on project status and identify need for changes to terms of reference and approved schedules and costs
• participate in the development and management of project implementation plans, office and branch strategies
• participate in the development and review of system and application designs based on size and complexity
• conduct technical research
• oversee and provide technical leadership to a team of staff and consultants working within the unit on the various projects and programs

How do I qualify?

Technical Knowledge and Skills

You have:
• expert knowledge of program analysis, design, coding, unit and integration testing, technical implementation in a large, complex, integrated mainframe, n-tier, multi-platform environment
• knowledge of new and emerging technologies, including hardware/software and other developments in the field (eg. methods and tools)

Project Management and Technical Leadership Skills

You have:
• excellent knowledge of project management principles, techniques and processes in a systems environment
• technical leadership and organizational skills to lead, coordinate and manage staff and consultants involved in multiple concurrent projects, and manage financial and other resources within budget allotments

Analytical and Problem Solving Skills

You have:
• excellent analytical and problem solving skills to analyze and evaluate key technical impacts of proposed projects on ministries and private industry, and assess long term implications

Communication, Consultation and Negotiation Skills

You have:
• well-developed oral communication, interpersonal and consulting skills to establish effective working relationships with clients, consultants, senior management and other stakeholders
• written communication skills to prepare a variety of technical reports and documentation
• negotiation skills to gain agreement and consensus on project approach and to negotiate service agreements

    As a result of the recently agreed to AMAPCEO collective agreement, a new job evaluation system will be implemented on October 1, 2013 and the job code identified in this posting is subject to revision.
