The Central Agencies I&IT Cluster is seeking a highly motivated individual to provide leadership in the development, implementation and management of the internal and external communication strategies, plans and products for the Office of the Chief Information Officer (CIO).

What can I expect to do in this role?

You will:
• plan, manage and provide strategic and business leadership in the delivery of the Cluster communication, information publishing and website management services to promote the role and services of the Office of the Chief Information Officer
• provide project management and technical leadership for the research, design, development and publication of external communication materials and products
• research, write, review and edit communication materials including presentations, intranet website, newsletters, and other printed materials and by planning special events (e.g. town halls)
• develop, establish and manage the administration of the Cluster's issues management system to track and ensure a coordinated approach to the research, analysis and response to key issues
• review high priority issues, politically sensitive issues or contentious issues and identify a proposed course of action
• lead, coordinate and conduct research and preparation of briefing notes, issues notes, executive correspondence, position papers, speaking notes and speeches for the CIO
• lead the development and implementation of innovative and creative strategies, communications methods (e.g. social media), educational events and partnership initiatives to promote the Cluster's strategic objectives for the delivery of I&IT services
• lead the development and implementation of the Cluster's business continuity plans
• manage the procurement of services and consultants, including identifying consulting requirements, preparing Requests for Proposals, and developing the contract terms of reference
• lead or participate on various Cluster, ministry and inter-ministerial committees and projects teams

How do I qualify?

Technical

You have:
• expert knowledge of corporate communication theory, principles, practices and methods to provide strategic and business leadership for the delivery of corporate communication, information, publishing and website management services across the Cluster
• knowledge of issues management principles and methods to manage the Cluster's issues management system and respond to key issues
• knowledge of business continuity planning principles and methods to lead the business continuity plan for the Cluster

Procurement and Financial Skills

You have:
• knowledge of tendering and procurement policies and processes to lead and conduct the procurement and contract management of external service providers for Cluster communication projects
• financial management skills to monitor, manage, review and approve invoices for service provider contracts

Leadership and Strategic Skills

You have:
• leadership and strategic skills to lead and promote effective communication planning and employee/stakeholder engagement initiatives
• initiative and creativity to develop and implement new and leading edge communication strategies and methods

Project Management Skills

You have:
• project management skills to lead and manage various Cluster wide communication projects

Judgement and Analytical Skills

You have:
• judgement and analytical skills to identify and assess Cluster communication needs and priorities and lead the design, development and implementation of communication strategies and plans

Communication, Consultation and Relationship Management Skills

You have:
• oral communication and presentation skills to liaise and collaborate with a broad range of internal and external contacts, lead consultation processes, make presentations and provide authoritative advice
• written communication skills to prepare briefing notes, position papers, issue notes, executive correspondence, publication papers and presentations for the CIO
• relationship management skills to initiate and maintain strong and cooperative working relationships with Cluster management and staff, and with representatives of external stakeholder industries and organizations
