Are you a motivated individual, experienced in program delivery and with skills in providing technical leadership and guidance? If so, the Ministry of Natural Resources has a technical specialist position for you!

What can I expect to do in this role?

In this role you will be responsible for implementing the district aggregate resources program.

You will:
-conduct compliance monitoring, inspections and audits, take appropriate compliance actions;
-monitor and audit aggregate extraction operations, as well as review and approve site plans and amendments designed for aggregate resource extraction;
-provide technical expertise and advice to enforcement staff during investigations as well as consult and liaise with ministry staff, agencies, proponents, and the public regarding the Aggregate Resources Act, regulations, and ministry policies.

How do I qualify?

Mandatory requirements:

• valid Class G Driver's licence or equivalent as recognized by the Province of Ontario to conduct inspections and compliance monitoring in the field.
• ability to travel extensively, conduct site inspections on varied terrain and under all types of weather conditions and to work irregular hours

Analytical skills:

• ability to research, interpret and apply environmental resource-related policies, standards, protocols and legislation such as the Aggregate Resources Act
• ability to assess compliance of aggregate extraction proposals, operations, licences and permits and perform compliance enforcement by recommending charges, suspensions or revocations

Industry knowledge:

• knowledge of aggregate resource management, land rehabilitation and mineral resource extraction
• understanding of municipal planning and roles and functions of various quasi-judicial authorities

Interpersonal and negotiation skills:

• ability to address compliance issues, discuss sensitive resource decisions and resolve areas of conflict around contentious matters

Communication skills:

• ability to interact effectively with internal and external stakeholders to promote understanding of applicable legislation/regulation/policies and speak as a witness in hearings/tribunals
• demonstrated ability to prepare briefing notes and write technical reports

Organizational skills:

• time management skills and ability to ensure various job duties are completed per time-sensitive requirements and coordinate several simultaneously competing demands

Computer skills:

• proficiency with computers and word processing, database, email, internet and spreadsheet applications for data entry and retrieval and preparing correspondence and reports
