Bring your PeopleSoft expertise to the Ministry of Government Services. We are looking for an experienced professional to provide expert advice and lead projects to develop new functionalities and solutions for the Workforce Information Network (WIN), an enterprise-wide human resources information system built on PeopleSoft technology.

What can I expect to do in this role?

You will:

• manage a range of projects related to system changes and builds, and lead project teams
• lead consultations with stakeholders and users to ensure system changes and builds meet business and service delivery needs
• provide expert advice on PeopleSoft and Enterprise Resource Planning (ERP) functionalities
• provide advice to branch management on change management issues, particularly related to pay and benefit issues through the planning and implementation of organizational and business changes
• provide strategic advice on system functionality during collective bargaining and in other HR policy settings

How do I qualify?

Technical Skills

• you have senior level expertise and expert knowledge of PeopleSoft Human Capital Management (HCM) integrated ERP systems, and operational linkages with other ERP systems (e.g. Oracle Financials)
• you have senior level expertise and expert knowledge of PeopleSoft HCM modules, including functionality, workflow, configuration, reporting tools, integration, testing and interfaces
• you understand application development and systems integration functions and processes in a large ERP implementation
• you have the proven ability to provide advice and support in an expert capacity

Communication, Consulting and Interpersonal Skills

• you have excellent oral communication, negotiation, facilitation, consensus building and presentation skills
• you can communicate effectively and cooperatively with stakeholders, facilitate consensus/problem-solving, summarize/present issues to senior management, and deliver expert-led training
• you can prepare clear functional designs, business analyses and recommendations, presentations, training materials, and communications detailing application changes
• you have excellent consultation skills to provide expertise, advice and guidance, lead client consultations, and manage stakeholder relationships

Project Management and Leadership Skills

• you have project management experience and the ability to lead system change/build projects including: scoping, initiation, negotiating project budgets and scheduling, planning resources, monitoring/reporting project progress, and controlling risk
• you can lead project teams to deliver quality work
• you have the ability to work effectively in a team-oriented environment

Other Essential Skills

• you have excellent analytical and problem-solving skills to conduct complex program identification and resolution activities and identify impact of proposed changes on the application and end-user processes
• you can analyze, design and test new system functionalities
• you can apply your knowledge of performance measures, change management, benchmarking and process renewal to support/lead business or analytical projects
• you can deliver business analysis and solutions with minimum disruption to program delivery
• you understand human resources functions and collective agreements and how changes to them impact corporate human resources and pay/benefits systems
• you are able to become familiar with various business processes, programs, guidelines and standards (e.g. human resources, benefits, absence management, time and labour, payroll, payroll accounting and reporting) in order to develop effective options to ensure that PeopleSoft resources meet client needs
