We are seeking a strategic project leader to drive multi-year transformation initiatives and collaborative relationships with Indigenous partners through strategic operational and program management. You will lead complex projects involving program development, performance measurement, business process re-engineering, and integrated communication strategies. This role provides leadership and coordination to ensure organizational development and major change initiatives with Indigenous communities and partners are successfully planned, executed, and aligned with business objectives.
About the job
As the Senior Program Advisor, you will:
• lead projects/program initiatives and develop operational/business-specific communication programs to advance Indigenous health outcomes across Ontario;
• provide leadership and guidance to project team members and project team staff;
• develop and implement business transformational change management practices and procedures and lead the development of change management strategies;
• oversee the preparation of communications, reports, recommendations and briefing notes;
• participate in financial and program working groups and provide advice to senior management on expenditures, costing, and pricing.
What you bring to the team
Project Management, Change Management, Leadership Skills:
You have:
• understanding of project management, making decisions based on evidence, managing change, and related strategies.
• familiarity with project planning methods, processes, guidelines, and standards.
• experience in leading complex projects and achieving measurable results.
• knowledge of government policies and goals related to business transformation and change management.
• leadership skills to guide and train project team members.
• experience or ability to collaborate with various communities (e.g. Indigenous partners), showing cultural competency and respectful engagement.
Research, Analytical, Problem Solving Skills:
You have:
• strategic thinking, political acuity, and advisory services to identify, analyze, and evaluate complex, sensitive and high profile OPS policy/program objectives and issues
• analytical, problem-solving, research, and organizational skills to lead the development of recommendations to management teams
• You can design and implement performance frameworks to support the realization of intended benefits of the transformation
• experience with process improvement/continuous improvement methods and techniques
• experience providing analysis and evidence-based advice to management teams in support of continuous improvement
Technical Expertise:
You have:
• knowledge of enterprise performance management techniques to contribute to the development of performance measurement processes and evaluation services
• an understanding of the government's role in economic and social infrastructure, which helps you lead strategic communications.
• familiarity with methods for improving processes continuously and can provide analysis and evidence-based recommendations.
• skills in developing policies and programs to lead business transformation and change management.
• the ability to use quantitative analysis and statistical methods to support data analytics and provide quantitative analysis.
Partner & Stakeholder Engagement and Consultation Expertise:
You have:
• relationship management skills to consult, negotiate and work effectively with business and technical partners, and diverse partners and stakeholders
• experience presenting complex ideas and strategies for both strategic and operational audiences
• experience negotiating, mediating, and reconciling significant differences and points of view
• written and oral communication skills to prepare policy and program presentations
