About the job
In this role, you will:
• Lead strategic projects from concept to completion, including planning, team leadership, and resource management.
• Develop change strategies, align technical and business needs, and maintain comprehensive project documentation.
• Manage procurement and railway agreements, including vendor selection, permits, and compliance.
• Provide strategic advice on railway impacts, assess risks, and prepare executive briefings.
• Conduct quality assurance reviews, identify gaps, and implement improvement strategies.
• Plan and execute stakeholder engagement, deliver updates, and resolve sensitive issues.
What you bring to the team
Technical Knowledge
You have:
• Knowledge of civil and transportation engineering principles, with expertise in Ontario Roadway Network-Rail interfaces.
• Knowledge of railway operations, standards, rights-of-way requirements, and safety policies.
• Familiarity with ministry, federal, and provincial legislation impacting rail and Ontario Roadway Network-Rail projects.
• The ability to interpret design criteria, geometrics, staging, traffic operations, and environmental considerations.
Stakeholder Engagement
You can:
• Build and maintain relationships, negotiate agreements, resolve conflicts, and secure permits with key partners.
• Lead consultations to balance competing interests and achieve project alignment.
• Influence and collaborate with diverse stakeholders, including rail authorities and internal teams.
• Manage sensitive and politically visible issues with diplomacy and tact.
Analytical & Problem-Solving
You can:
• Assess risks, constraints, and interdependencies affecting project delivery.
• Perform schedule and cost control analysis
• Develop options and provide recommendations based on complex technical and regulatory factors.
• Conduct research on best practices from other jurisdictions and adapt for current projects.
• Synthesize technical, policy, and stakeholder information to resolve issues.
Project, Contract & Financial Management
You can:
• Lead railway-related components of major infrastructure projects using established project management methodologies.
• Manage scope, resources, and change processes to ensure timely delivery across concurrent initiatives.
• Oversee procurement processes, including RFQ/RFP development and vendor performance.
• Conduct project reviews and implement continuous improvement strategies.
• Understand government finance principles and their impact on multi-year business and infrastructure plans
• Advise senior executives on financial risks, opportunities, and mitigation strategies.
Communication
You can:
• Prepare executive briefings, reports, and presentations to influence decision-making at all levels.
• Communicate clearly with technical and non-technical audiences
• Develop stakeholder communications and maintain accurate project documentation.
Policy Knowledge
You can:
• Apply legislation, policies, and procedures to project planning and delivery.
• Prepare access agreements and legal documentation for railway coordination.
• Ensure compliance with regulatory frameworks throughout all project phases.
• Understand ministry programs, policy directions, and security trends impacting projects.
