Note: Effective January 1, 2026, the new salary range for this position will be $98,822 - $138,106 per year in accordance with PEGO collective agreement provisions.

About the job

In this role, you will:
• Evaluate complex engineering designs, noise and vibration assessments, and predictive modelling for proposed industrial, commercial, and renewable energy projects (such as wind and solar) to ensure compliance with provincial legislation and ministry policies, including the Environmental Noise Guideline (NPC-300).
• Assess noise and vibration emissions and proposed control measures, identifying issues, determining compliance, and providing recommendations that are protective of public health and the environment.
• Provide technical guidance and regulatory interpretation to proponents, consultants, municipalities, Indigenous communities, and ministry staff throughout the approvals process, including participation in pre-submission meetings and stakeholder discussions.
• Plan and manage concurrent application reviews, coordinating multidisciplinary input, identifying submission requirements, and tracking progress to ensure all deliverables are completed within the applicable service standard and support approval decisions that comply with applicable regulations, policies and guidelines.
• Prepare technical review reports and draft approvals/refusals, support Environmental Registry postings and stakeholder meetings, and—when required—represent the ministry through presentations, briefings, and proceedings related to approvals.

What you bring to the team


Mandatory requirements

• You currently have accreditation as a Professional Engineer in a Canadian Province or Territory, and you will obtain a Professional Engineers of Ontario (PEO) license as a condition of accepting this position.
• You possess a valid Class G driver's license or equivalent as recognized by the Province of Ontario.

Noise & Vibration Engineering Expertise

• Demonstrated knowledge of acoustics, noise/vibration engineering, mechanical/environmental engineering principles to evaluate complex designs and predictive modelling.
• Ability to review and evaluate engineering submissions (engineering reports, calculations, designs, equipment specifications, predictive modelling) for compliance with environmental legislation, regulations, ministry guidelines and policies.
• Applied understanding of mathematics and computer-based modelling as they relate to acoustical analysis, noise propagation, and sound/vibration measurement analysis.

Regulatory Interpretation & Compliance Assessment

• Proven ability to interpret and apply relevant legislation, national/international codes, and ministry policies/guidelines relating to noise and vibration approvals.
• Ability to determine compliance, identify deficiencies, evaluate risks to public health/environment, and recommend protective terms/conditions consistent with ministry requirements.
• Experience preparing or contributing to authoritative regulatory documentation (e.g., technical reports; draft approvals, refusals and amendments) aligned with legal and policy frameworks.

Analytical Reasoning & Problem Solving

• Strong analytical skills to review, analyze, and evaluate complex technical applications, noise models, environmental impact considerations, and emerging technologies.
• Skill in identifying missing or insufficient information, determining need for additional investigation, and providing evidence based recommendations.
• Ability to address novel situations and contentious issues using sound engineering judgment and assess risk using established methodologies.

Communication, Consultation & Stakeholder Engagement

• Ability to convey complex technical and regulatory information clearly to diverse audiences including proponents, consultants, Indigenous communities, senior management, and the public.
• Skill in preparing technical reports, briefing notes, presentations, and expert testimony for hearings and legal proceedings.
• Ability to lead or participate in meetings, resolve conflicts, and provide guidance or training to colleagues and external stakeholders.

Project Management & Professional Judgment

• Ability to plan, prioritize, and manage concurrent projects and application reviews, ensuring adherence to the applicable service standard and ministry commitments.
• Competence in coordinating multidisciplinary input, tracking progress, and ensuring deliverables meet technical and regulatory expectations.
• Independent judgment to determine approach, negotiate terms/conditions, and contribute to guidance materials and process improvements.
