The Ministry of Health is looking for someone with knowledge of laboratory medicine, technology and operations to help with advising on operations, service delivery and funding of medical laboratories and diagnostics and consulting with stakeholders on key initiatives for the Ministry of Health.

About the job

The Senior Program Consultant creates and implements policies for laboratory services, ensuring efficient management and compliance. Leading initiatives, managing financial and program issues, and developing solutions to align with the Ministry's health care vision.

In this role, you will:
• Lead the development, implementation, and monitoring of framework components to recommend policy, program, and operations changes, including service delivery and funding.
• Advise and guide laboratory planning and implementation committees.
• Manage program, operations, and research projects related to strategic ministry initiatives and laboratory support.
• Act as a subject matter and technical expert to the ministry and stakeholders, managing issues.
• Provide leadership to staff and project teams and foster relationships with key stakeholders.

Business & Financial Knowledge and Skills

You have:

• An understanding of the health care system and its governance.
• Knowledge of laboratory medicine and technology.
• Familiarity with laboratory operations, policies, and funding.
• Experience in managing laboratory operations.
• Skills in business and financial management for evaluating lab services.
• Knowledge of contract development and management processes.

Communication & Interpersonal Skills

You can:

• Lead meetings, brief management, deliver presentations, and convey information and recommendations.
• Prepare reports, presentations, analyses, and correspondence.
• Consult, advise, and manage relationships to build partnerships and provide expertise on laboratory services.
• Use political acuity and diplomacy to handle sensitive issues and gain support.

Analytical, Research & Problem Solving Skills

You can:

• Assess and evaluate laboratory services and business management approaches.
• Synthesize data to make recommendations for business operations and policies.
• Evaluate plans for new and existing initiatives and advise on their impact and sustainability.
• Identify trends and best practices using multiple sources of information to develop recommendations.

Project Management Knowledge & Skills

You have:

• Experience in leading and supporting projects.
• Knowledge in change management to implement new service delivery structures.
• Leadership and coaching skills for multi-stakeholder projects.
