The Health Workforce Regulatory Oversight Branch at the Ministry of Health is seeking skilled, forward-thinking professionals to join our team as Senior Policy Advisors. In this influential role, you will lead complex projects and provide strategic expertise in the development and implementation of policies, legislation, regulatory frameworks, programs, and evaluation tools that support effective oversight of Ontario's health workforce. Your leadership will help drive system improvements and ensure high-quality care for people across the province.

About the job

In this role, you will:
• Lead and coordinate projects to conceptualize, develop, and recommend policies, programs, standards, and evaluation and implementation frameworks, for health workforce oversight
• Undertake policy research and analysis to support policy and program recommendations (e.g. regulatory options, policy and program development options)
• Develop critical stakeholder relationships across the Ministry and other jurisdictions to consult and solicit input on proposed policies, programs and issues
• Maintain a leading edge awareness of new policy developments, trends and directions which may impact provincial policy directions for health care
• Develop key performance metrics, measurements and evaluation frameworks

What you bring to the team


Policy and Program Knowledge and Skills

You have:
•Experience leading the development of policies, regulations, and legislation
•Ability to assess competing stakeholder interests and develop balanced, responsive policy solutions
•Experience conducting policy and program analysis/evaluations and providing evidence-based recommendations
•Knowledge of research methods to design and conduct qualitative and quantitative studies, analyze trends, and assess best practices, options, costs, and impacts
•Ability to understand and apply issues affecting Ontario's health system, including legislation, ministry priorities, health-care delivery models, funding, and governance

Relationship Management and Communication Skills

You have:
•Strong communication skills to address issues, provide recommendations, and prepare reports, briefing materials, and options papers while representing the ministry in stakeholder forums
•Proven ability to consult, build partnerships, and manage relationships across the OPS and with federal, provincial, and territorial partners
•Effective negotiation skills to secure support, resolve issues, and explain recommendations to stakeholders
•The ability to prepare clear analyses and communications for issues management, including correspondence and presentations

Leadership and Project Management Skills

You have:
•Experience using project management tools to lead and coordinate policy and program planning, development, and implementation
•The ability to provide team leadership and mentor colleagues through a coaching-focused, continuous-development approach
•Experience leading the design and development of performance evaluation frameworks to assess compliance with policy, program, and regulatory requirements

Analytical and Problem-Solving Skills

You have:
•Experience interpreting qualitative and quantitative data to develop evidence-based policy and program proposals and assess their impacts
•The ability to analyze competing stakeholder interests and develop balanced policy and program solutions that mitigate risk
•Experience evaluating and reporting on the effectiveness of policies and programs
