As the Manager, Major Project Delivery, you will:

  • Lead and support a multidisciplinary team to deliver major and complex highway projects in high pressure environments.
  • Oversee programs and projects from conceptual and preliminary design through to detail design and construction to ensure quality delivery on schedule and within budget, while also ensuring alignment with engineering standards and regulatory requirements.
  • Plan and set objectives, priorities, and operational approaches across multiple concurrent projects.
  • Assess engineering, financial, environmental, legal, and operational factors to guide project decisions.
  • Provide expert advice and recommendations to executive leadership to support effective policy and program delivery.
  • Identify and apply new or improved technologies, systems, and materials, while managing risks linked to emerging developments and complex relationships with municipalities and other partners.

  • This position is based in Toronto but will require travel to project and team sites across the province.

Meet Your New Team

The Project Delivery and Controls Branch provides end-to-end delivery of major infrastructure projects and provides cross-divisional support within the Major Highway Projects Division on financial reporting and risk assessment.

What you bring to the team


Mandatory

  • Licensed as a Professional Engineer with Professional Engineers Ontario (PEO).
  • Able to travel to various project and team sites across the province using a range of transportation options.

Leadership and People Management

  • Experienced in developing and leading teams with a focus on inclusivity, positivity, and core values, including succession planning, talent management, and organizational design.
  • Demonstrated success leading technical and project delivery teams to achieve results.
  • Skilled in organizing, prioritizing, and managing multiple complex projects and programs with a consistent record of successful delivery.
  • Proficient in budget management, resource planning, human resources, and labor relations to support effective project and program outcomes.

Technical Expertise

  • Skilled in planning, design, integration, and delivery of complex engineering projects using established engineering principles.
  • Strong understanding of highway engineering and infrastructure design from concept development through execution.
  • Experienced in applying project management frameworks along with engineering practices such as risk assessment, quality management, and technical reviews.
  • Knowledgeable in engineering standards, regulatory requirements, and industry specifications relevant to major highway projects.
  • Strong analytical skills to assess technical data and develop strategies for complex engineering and project challenges.

Relationship Management and Communication

  • Experienced in building and maintaining relationships across the organization and with external partners to support collaborative planning, issue resolution, and project delivery.
  • High level of judgment and political acuity to navigate visible, complex, and sensitive project and program issues.
  • Strong written, oral, and interpersonal communication skills to convey technical information, provide advice, and support decision making.
  • Skilled in analysis, judgment, issues management, and problem solving within project and program environments.
