About the job
In this role you will:
• Identify infrastructure needs, issues, opportunities and critical gaps in an assigned program area and develop options and proposed solutions that identify risks
• Develop robust project scopes to assist Infrastructure Ontario service providers in the development of cost estimates
• Lead the program area on a provincial level through the annual planning process
• Lead and implement consultation and engagement strategies and initiatives within an assigned program area on a provincial level
• Provide leadership in the development and delivery of the ministry's Repair and Rehabilitation Plan
• Assist in developing options and solutions by identifying risks, constraints, and implementation considerations specific to increasing adult correctional capacity.
• Develop and prepare a range of communications materials for dissemination/presentation (e.g status reports, dashboards)
• Lead and establish branch, cross-divisional and/or cross-jurisdictional working groups and lead the identification, analysis and recommendation of business solutions that will meet ministry program needs and support OPS enterprise infrastructure strategies and objectives
What you bring to the team
Technical Knowledge
You have:
• Knowledge of the theories, principles and practices of infrastructure planning in the public sector and knowledge of trends, developments and industry best practices in property and project management services
• Knowledge of the theories, principles and practices of real estate and property management and relevant building codes
• Knowledge of accessibility, accommodation and health and safety strategies and legislative requirements to ensure that all proposed infrastructure initiatives and projects comply with relevant legislation, space standards/planning, and support corporate objectives • Ability to acquire and apply knowledge of government and Infrastructure Ontario strategies, direction and priorities for infrastructure planning and property management to lead program area clients in transitioning to the new service delivery model
Specialized Knowledge
You have:
• Knowledge of repair and rehabilitation practices and ability to acquire and apply knowledge of related government planning processes, policies/procedures, and decision making processes to lead/conduct the development of business cases to provide advice/briefings to ministry senior management up to the Deputy Minister level
• Expert knowledge of issues management methods to manage assigned project issues effectively and in a timely fashion
• Knowledge of controllership principles and practices for financial and procurement projects
• Knowledge of statistical methods and practices to monitor Infrastructure Ontario's Project Management Information System (PMIS) database
Research, Analytical and Problem Solving skills
You can:
• analyze and synthesize data from multiple sources and propose infrastructure initiatives
• conduct needs analysis, feasibility studies, and options analysis of issues involving multiple factors
• monitor and track the progress of property management and project delivery by service providers
• resolve issues in a timely manner and ensure that services are on time and on budget
Strong Consultation, Stakeholder Engagement, and Consensus-Building skills
You can:
• establish and lead cross-divisional and cross-jurisdictional project teams and working groups
• use negotiation and relationship management skills to develop and manage strategic alliances, nurture partnerships with ministry clients, external stakeholders and partners
• build consensus and engage clients, partners and stakeholders in supporting new service delivery models
Effective Written Communication skills
You are able to:
• create a variety of strategic reports, clear and concise correspondence, discussion papers and proposals
• develop and write comprehensive and detailed business cases and communications materials including briefing materials
