Are you an IT professional who can provide sound analysis and advice in a team environment? Bring your expertise in business and systems analysis, systems testing and technical support to assist with the development and implementation of new and revised business information systems.

This position will provide you with the opportunity to become a valuable member of the Payment and Registration I&IT Solutions Branch (PRSB), where your skills in end to end mainframe system testing and leadership will be utilized to support the implementation of critical IT system solutions required to register eligible Ontarians for OHIP, including integration with ServiceOntario systems, and Medical Claims Payment Systems (MCPS).

You will work with clients to understand business requirements and the testing team to determine testing scope including test planning, execution and documenting test results.

The PRSB within the Health Services I&IT Cluster (HSC) is responsible for the development, sustainment, improvement, and modernization of the core I+IT solutions for the OHIP Program and integration with ServiceOntario delivered systems. The HSC is accountable for developing, testing, and enhancing Ministry of Health (MOH)/Ministry of Long-Term-Care (MLTC)/HSC business I&IT solutions

About the job

As part of our team, you will:

• Provide leadership, guidance, and technical expertise to members of the project testing team
• Participate in the testing and validation of proposed solutions by ensuring thorough testing of complex computer programs
• Ensure the integrity and effectiveness of testing tools, environments and databases are maintained
• Oversee/contribute to complete systems testing documentation including detailed test plans, test strategies and test suites; and maintaining comprehensive materials to support audit and participate in manual test execution.

What you bring to the team


Technical skills:

You have:
• demonstrated knowledge of test environment setup and troubleshooting of test runs on the mainframe such as control files, load modules/executables, library datasets, etc
• knowledge of a variety of industry standard programming languages for systems testing on the mainframe such as COBOL, JCL, to assist with debugging moderately complex business applications
• knowledge of mainframe (e.g. z/OS, Endevor)
• demonstrated knowledge of various industry standard relational database management systems databases and query/test tools such as DB2/IMS/Oracle/Azure DevOps/Rational Quality Manager/SQL/QMF/ISPF Utilities to examine test databases to ensure that the integrity of the production databases will be maintained after implementation of a new or modified application
• demonstrated knowledge of industry-standard SDLC methodologies (e.g. Waterfall, Iterative, Agile and UPM), and other techniques for the analysis, testing and implementation of complex solutions

You have knowledge of various industry standard testing methods, techniques and tools at various levels of testing such as unit, integration, system, UAT, and others to:
• conduct system testing by executing online and batch test scripts, and manual online and batch jobs
• develop assigned portions of testing documentation including detailed test cases, automated test scripts, and identify and debug problems encountered with software usage

Leadership skills:

You have:
• proven experience conducting and overseeing the development of complete testing documentation including test strategies, test plans, detailed test cases, expected and actual results, automated test scripts, test execution, defect tracking and comprehensive audit materials
• proven experience in planning and directing complex IT systems testing as part of a large project teams
• demonstrated experience in providing leadership, technical direction, coaching, mentoring, guidance, training and technical expertise to other members of the IT test team

Communication skills:

You have:
• writing and speaking skills to convey, fully grasp and explain detailed information and to present, discuss, and explain highly complex information
• proven experience in reviewing test strategies in response to client business requirements and facilitating communications with the business and development team
• interpersonal skills necessary to encourage compliance, promote acceptance and secure cooperation for a course of action, recommendation, or proposal
• demonstrated teamwork and collaboration skills

Analysis and Research skills:

You have:
• knowledge of standard methods and techniques for complex IT systems analysis
• the ability to analyze and provide advice and recommendations to the project team including development and business clients and their respective deliverables • knowledge of commonly used business software (such as Microsoft Office for word processing and spreadsheets for preparing IT testing documentation)
• ability to understand and interpret client business environment and legislation such as Freedom of Information and Protection of Privacy Act (FIPPA), Accessibility for Ontarians with Disabilities Act (AODA) and Personal Health Information Protection Act (PHIPA)
• the ability to respond to the issues or problems by evaluating and comparing a number of existing alternatives and selecting the appropriate action
