Are you passionate about financial markets, public policy, and meaningful change? As a Senior Policy Advisor with the Capital Markets Policy Unit, you will lead major research and policy projects that shape how Ontario regulates complex financial sectors and protects consumers and investors.

The Division

Ontario's financial services sector is an engine of economic growth and job creation. The sector encompasses many areas of the economy that affect Ontarians on a daily basis. The Financial Services Policy Division (FSPD) has the mandate to support a high-performing financial services sector while ensuring that investors and consumers are adequately protected. FSPD provides the Ministry of Finance with policy research, analysis and advice regarding Ontario's interest in, and regulation of, the financial services sector. FSPD is responsible for provincial financial services regulatory policy that applies to credit unions and caisses populaires, co-operatives, mortgage brokers, the insurance industry, and capital market participants. Additionally, FSPD provides oversight of key regulatory agencies, such as the Ontario Securities Commission and the Financial Services Regulatory Authority of Ontario.

About the job

In this role, you will:

• Plan, lead and manage the development of capital markets regulatory policy
• Identify, analyze and interpret emerging issues in the areas such as capital markets and securities
• Research and analyze policy trends in other jurisdictions and provide advice on legislative and regulatory options for implementing new policy initiatives
• Write sections of budget papers, policy proposals, briefing notes and presentations for the Minister/Deputy Minister/senior management
• Lead the preparation of briefing notes, and Cabinet and Treasury Board submissions, and respond to related requests
• Maintain effective networks with internal and external stakeholders

• knowledge of legislation, regulations, policies and other external trends affecting the capital markets sector.
• extensive experience in the financial services industry.
• a strong understanding of relevant policies related to agency oversight and accountability.

• draft and present reports, issues briefing notes and correspondence.
• demonstrate presentation, negotiation and advisory skills.
• lead external stakeholder consultations and establish and maintain effective working relationships.

Analytical and research skills:

You have the ability to:
• demonstrate knowledge of research and analysis methodology.
• use advanced research, analytical and problem-solving skills.
• identify, analyze and resolve emerging policy issues.

Project management and planning skills:

You have the ability to:
• lead policy initiatives.
• provide direction and technical leadership to project team members and guide Policy Advisors.
• effectively plan and carry out projects and meet tight deadlines.

Policy knowledge:

You have the ability to:
• apply strong policy research methodology and policy development and implementation methods/strategies.
• provide strategic advice and develop options for policy initiatives.
• navigate decision-making and approval processes.
• lead policy development, make recommendations, and prepare of briefings, policy papers, issue notes and submissions.
