As of April 1st, 2026, the new salary range is $110,638 - $155,942 per annum.

In this role you will be responsible for increasing sales and lead generation and strengthening partnerships with our current and future client pipeline as well as cross functional collaboration with our internal technical, business, and operational leaders.
What you bring to the team
Sales/Lead Generation Strategy and Growth Mindset
• Identify, evaluate, and prioritize new business opportunities across municipal, industrial, and private sector water and wastewater markets.
• Develop and execute long term growth strategies aligned with OCWA's vision, strategy and emerging trends.
• Drive competitive intelligence by evaluating market trends, regulatory developments, and evolving client needs to forecast future demand.
• Develop and lead long term growth strategies to increase revenue, profitability, and market share.
• Establish and maintain strategic, long term partnerships with municipal, industrial, and private sector clients.
• Conduct market research, analyze competitive activity, and identify new business opportunities and emerging markets.
• Collaborate with internal departments to align strategies and develop proposals that support effective service delivery.
• Lead contract and agreement negotiations to secure new business and partner with Operations and technical services as required.
• Prepare and communicate data-driven growth projections and performance insights to inform decision-making by Executive Management and the Board of Directors.
• Own the full business development lifecycle - from opportunity identification through proposal development, negotiation, and contract closure.
• Lead high value pursuits from the business development lens, such as complex RFPs, and long term service agreements.
• Own the end to end business development strategy, guiding opportunities from early identification through proposal creation, negotiation, and successful contract award.
Partnership & Client Development
• Represent OCWA as a key representative at conferences and industry associations to enhance its profile and broaden its influence within the water and wastewater industry.
• Build and sustain senior level relationships with clients and key industry stakeholders.
• Develop strategic partnerships that accelerate market entry and enhance the organization's solution portfolio.
• Lead client engagements to deepen relationships and amplify the organization's thought leadership.
Cross Functional Leadership
• Collaborate with engineering, operations, finance, human resources and marketing teams to shape winning solutions and customer value propositions.
• Lead, mentor and guide the business development team to ensure consistency, excellence, and knowledge sharing.
• Work within the organization to promote and support government funding initiative updates.
Operational & Commercial Excellence
• Lead commercial strategy development, pricing approaches, strategic contract development and management as well as risk assessments for current and potential business opportunities.
• Support due diligence for potential acquisitions, partnerships, and technology investments.
• Ensure all business development activities comply with corporate governance, ethical standards, and sector specific regulations.

• Awareness of public-sector procurement processes, capital project delivery models, and funding mechanisms (P3s, grants, infrastructure programs).
Commercial & Business Acumen
• Strong understanding of contract structures, risk allocation, pricing models, and financial analysis for large and small-scale service agreements.
• Understanding of competitive landscapes, client needs, Public Utility Corporations, MSCs, and market segmentation.
• Aptitude for analyzing new market opportunities, innovative technologies, and collaborative partner networks.
Relationship & Partnership Development
• Exceptional ability to build relationships within utilities, municipalities, industrial clients, and industry stakeholders.
• Skilled in stakeholder management, collaborative partnerships, delivering compelling presentations, thought leadership, and public speaking in industry settings.
• Strong negotiation, persuasion, and diplomacy capabilities.
• Ability to translate technical solutions into clear, impactful business narratives.
• Strong writing skills for proposals, strategic plans, and leadership communication.
Analytical & Problem-Solving Abilities
• Strong financial modeling, risk assessment, and market analysis skills.
• Ability to identify insights from data and turn them into actionable strategies.
